<br />Additional local resources can be tailored to address the concerns of <br />preserving existing workforce neighborhoods and senior housing. <br /> <br />. Capacity <br /> <br />There is a strategic need to assist housing development corporations to <br />increase their ability to produce more housing at the lower end of the <br />workforce housing market. Beyond Shelter, Inc. appears to be the most <br />active developer in Fargo and West Fargo. Other nonprofits do not produce <br />significant volumes. <br /> <br />There is a need to increase the number of local for-profit developers with <br />expertise and a need to assist nonprofit housing developers to increase their <br />ability to produce more housing. More local developers are needed who <br />understand the local market and have the technical expertise in attracting <br />investors in federal Low Income Housing Tax Credits. There is also need to <br />generate more competitive applications for Minnesota Tax Credits in <br />Moorhead and Dilworth. There is a significant opportunity to attract <br />financing for the acquisition and rehabilitation of the large proportion of <br />1970s and 1980s rental housing that has depreciated. <br /> <br />Both local officials and for-profit and nonprofit developers can gain <br />expertise assembling the "cake layers" of financial resources available, such <br />as from Fannie Mae, Federal Home Loan Bank's Affordable Housing Fund, <br />Greater Minnesota Housing Fund and the housing finance agencies in both <br />states. <br /> <br />Increased capacity of nonprofits and developer expertise will enable them to <br />take more risks in neighborhood revitalization and in new construction. <br /> <br />23 <br /> <br />Linda S.
