<br />Commission Minutes--August 14, 2006 3105 <br /> <br />AMENDED MOTION, failed <br />Mrs. Sorum moved and Mr. Wagner seconded to amend the main <br />motion to approve the 2007 preliminary budget for the Red River <br />Valley Fair Association in the amount of $108,054. Discussion: <br />Mrs. Sorum said she thought the budget request included a cost <br />of living adjustment. Mr. Montplaisir figured that with a 3.5% <br />COLA, the budget amount would be $108,054. Mr. Pawluk feels <br />the fair should be a stand-alone organization and has difficulty <br />funding the program with county dollars. At the call for the <br />question on the amended motion, the motion failed with Mr. <br />Pawluk, Mr. Vanyo and Mr. Bennett voting "No"; Mr. Wagner and <br />Mrs. Sorum voting "Yes". At the call for the question on the main <br />motion, the motion failed with Mr. Pawluk, Mr. Vanyo and Mr. <br />Bennett voting "No"; Mr. Wagner and Mrs. Sorum voting "Yes". <br /> <br />MOTION, failed <br />Mr. Pawluk moved to approve the 2007 preliminary budget for the <br />Red River Valley Fair Association in the amount of $80,000 to <br />cover the cost for premiums and for benefits received by the 4-H <br />program. The chairman called three times for a second to the <br />motion and hearing none, declared the motion failed for lack of a <br />second. <br /> <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to approve the 2007 <br />preliminary budget for the Red River Valley Fair Association in the <br />amount of $104,400. On roll call vote, the motion carried with Mr. <br />Wagner, Mrs. Sorum and Mr. Vanyo voting "Yes"; Mr. Pawluk and <br />Mr. Bennett voting "No". <br /> <br />The board took a break at 1 0:20 AM and reconvened at 1 0:35 AM with all members <br />present. <br /> <br />6. CASS COUNTY HISTORICAL SOCIETY <br />Gwen Peterson, Curator, and Kim Baird, President and Interim Director of the Cass <br />County Historical Society, were present. Ms. Peterson said their organization serves as <br />a community investment that generates tax revenue for the county and provides a <br />historical link to surrounding communities. They are requesting $100,000 for 2007. The <br />county approved a budget of $45,000 last year. She said funds are needed to repair <br />buildings and to hire an education coordinator. <br /> <br />Ms. Baird said the historical society needs more staff to accomplish the goals of their <br />program. She said energy costs have increased and maintenance on the buildings has <br />been deferred because of a funding shortage. They have also requested financial <br />assistance from Fargo and West Fargo. <br /> <br />Mr. Pawluk asked about estate money that was willed to the historical society. Ms. Baird <br />said there is $1.5 million to either re-furbish or build a new museum as well as dollars <br />from another estate that were used to pay for the curator's salary. <br />
