<br />Commission Minutes-August 11, 2006 3100 <br /> <br />5. SOCIAL SERVICES <br />The Cass County Social Service Board met from 9:30 AM to 10:50 AM today and <br />reviewed the 2007 budget. Kathy Hogan, Social Services Director, was present along <br />with several of her staff members. Mr. Bennett asked if commissioners are ready to <br />approve the preliminary budget for this department. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Vanyo seconded to accept the 2007 <br />preliminary Social Service budget in the amount of $10,161,039, as <br />presented by the Social Service Board. On roll call vote, the motion <br />carried unanimously. <br /> <br />6. GREATER FARGO MOORHEAD ECONOMIC DEVELOPMENT CORPORATION <br />Brian Walters, President, was present. He thanked Robyn Sorum and Scott Wagner <br />for their service on the Greater Fargo Moorhead Economic Development Corporation <br />Board. He said the national unemployment rate is 5% and Fargo Moorhead is at <br />2.1 %. Mr. Vanyo questioned the need for a budget increase if revenues are greater <br />than expenditures. Mr. Walters replied the corporation is working to establish a <br />reserve fund. A reserve fund will assist in keeping the corporation competitive by <br />allowing the use of incentives to attract businesses. Mr. Pawluk asked for a report on <br />where the budget was spent in 2006. Mr. Walters replied funds were used for <br />marketing as well as a welding skills program and a contribution to the incubator <br />program at North Dakota State University. Mr. Wagner commented the corporation is <br />funded largely through the private sector. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wagner seconded to approve the 2007 <br />preliminary budget for the Greater Fargo Moorhead Economic <br />Development in the amount of $375,000. On roll call vote, the motion <br />carried unanimously. <br /> <br />7. EMERGENCY FUND <br />Mr. Montplaisir stated the Emergency Fund is not often used; however, this year <br />approximately $239,000 was used on flood items not covered by FEMA. He asked <br />the commission to use Y:z mill from the Social Service budget toward the Emergency <br />Fund. The fund amount is usually kept between $400,000 and $500,000. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to take % mill from the <br />Social Service budget and move it to the Emergency Fund budget. <br />On roll call vote, the motion carried unanimously. <br /> <br />8. RECESS <br />With no further business to discuss today, the chairman declared the <br />meeting recessed at 11 :30 AM, and the board will meet again on Monday, <br />August 14th, beginning at 8:15 AM. <br />
