<br />Cass County Delinquency Prevention Plan <br /> <br />Introduction <br /> <br />The Cass County Delinquency Prevention Plan encompasses delinquency prevention programs <br />funded by J AIBG, Title II-JJDP, Title V-Delinquency Prevention, Title III-Runaway & <br />Homeless Youth Act, the Juvenile Court and the Region V Children's Services Coordinating <br />Committee. The plan looks back on what has been done and establishes a strong base of <br />prevention programs already serving the area, It provides the base for expansion using <br />the risk based prevention and the Community That Cares model. All of the programs <br />serve Cass County and all have been in existence for one or more years. The seven <br />programs covered in the 2002-2006 by the Delinquency Prevention Plan include: <br />o Unruly Diversion (diversion of unruly youth) <br />o Anger Management (a program teaching youth and parents about anger <br />management) <br />o Youth Court (a diversion program using peers in a youth court) <br />o Merchant Accountability (a diversion program for shoplifters) <br />o RESTORE (a diversion program focusing on restitution & community service) <br />o KEYS To Innervision (a program focusing on changing behaviors & attitudes) <br />o Turnabout (an after-school program for at-risk youth needing counseling, <br />supervision & tutoring) <br />o Runaway Youth (a program providing reunification services for youth who have run <br />away from home and prevention services for youth at risk of running away <br />Since the Title V funding focuses more on delinquency prevention and diversion, none of <br />the local placement options, such as attendant care, crisis foster care, residential <br />treatment, group homes and juvenile detention, are included in the prevention plan. Other <br />local prevention and diversion programs which are not receiving funding, or partial funding, <br />under JAIBG, JJDPA or the Juvenile Court are not discussed in the plan. These programs <br />include the runaway program, drug court, peer youth work and numerous other prevention <br />programs serving at-risk youth. <br />The Cass County Law Enforcement Coalition (CCLEC) was formed initially to plan and <br />administer the funding under the J AIBG. Six of the seven programs covered by the <br />interim plan received funding under J AIBG, Turnabout was funded under Title II-JJDPA <br />and from the state allocation of J AIBG dollars, There is a strong interest in delinquency <br />prevention and therefore the CCLEC has decided to establish a Policy Prevention Board <br />(PPB) and build upon the interim plan using the Communities That Care model. It is the <br />hope of the Policy Prevention Board that a well developed delinquency prevention plan can <br />leverage other funding from within the community by identifying other unmet needs and by <br />developing ongoing funding for the programs already initiated with Juvenile Justice <br />dollars, <br /> <br />The Regional Children's Services Coordinating Committee is undergoing changes that will <br />seriously impact its ability to fund programs under the "Federal refinancing initiative". <br />The Regional CSCC Plan is important but does not specifically focus on delinquency <br />prevention and does not follow the risk based prevention model required for Title V <br /> <br />Page 2 <br />
