FRIEZ <br />STATE DIRECTOR <br /> <br />Dear Mr. McDonald · <br /> <br />The North Dakota Division of Emergency Management (NDDEM) has received and <br />approved your application and budget for funding the assessment and planning functions <br />of the FY 2003 Supplemental Department of Homeland Security Grant. A detailed award <br />document is attached. Please sign and return the original ~ocument at your earliest <br />convenience. <br /> <br />Upon receipt of your signed award document NDDEM will forward a check in the <br />amount of $4,000.00 for costs incurred in conducting the msessment process. Prior <br />disbursal of funding is predicated on your completion of the assessment. Failure to do so <br />will necessitate recoup efforts on the part of NDDEM. <br /> <br />Your approved planning funds will be distributed on a quarterly basis beginning <br />December 31, 2003 until the end the project period July 31, 2004. Reimbursement for <br />actual costs, substantiated by itemized billings, is required for reimbursement. <br />Evidentiary document of completion of tasks in your app[oved task timeline is required. <br />Funding not utilized in the project period will be reallocated elsewhere to existing <br />Homeland Security priorities. Specific planning guidance is attached to this memo. <br /> <br />Please remember that your jurisdiction has also been allocated $1~ 168,000.00 for <br />equipment through the FY03 Supplemental Homeland Security Grant. As stated in <br />previous correspondence - "Your task as emergency manager is to convene community <br />leaders and first responders from throughout your jurisdiction to prepare a list of <br />proposed equipment for approved purchase, and provide that list to the North Dakota <br />Division of Emergency Management (NDDEM). We have attached a sample format for <br />submittal. We highly recommend you look closely at communications, personal <br />protection, detection, decontamination, physical security enhancement equipment and <br />terrorism incident prevention equipment.
