In conjunction with Cass County Emergency Management, the City of Fargo is completing a Risk and Threat Assessment which has been mandated at the federal level. This assessment will be completed by the City of Fargo Weapons of Mass Destruction Response Planner and will determine future homeland security funding. $4,000 was designated for completion of the community based planning assessment that is being led by the City of Fargo. The remaining $30,000 is for completion of the terrorism annex to the Cass County Emergency Plan and will be designed and completed utilizing the WMD Response Planner assigned to the Fargo Fire Department. Because the City of Fargo is providing these services as required by the ND DEM and the US Department of Homeland Security we are requesting that Cass County release the $34,000 of federal planning funds to the City of Fargo to fund the position of WMD response planner for completion of the above described tasks.
