<br />Road Advisory Committee Minutes--October 20,2003 2 <br /> <br />Mr. Vanyo questioned if the county serves as the vehicle to garner funding, whether <br />the county is expected to help fund the project. Mr. Berndt believes the county may <br />serve as the funding vehicle, but he does not believe there are requirements on how <br />the local match is obtained. Mr. Berndt said an agreement should be drafted to outline <br />those responsible for maintenance and future road improvements. Mr. Wagner would <br />like to see those who benefit the most from the road to fund the construction; however, <br />he supports the county serving as the funding vehicle. <br /> <br />Mr. McConnell said this project will increase the county's tax base and the City of <br />Casselton is willing to help with funding and snow removal. He said the majority of the <br />surrounding roads that will be heavily used are state roads. Mr. Walton said the North <br />Dakota Department of Transportation is willing to pay 50% of the costs not to exceed <br />$200,000. This would leave approximately $300,000 that would need to be covered <br />by a local match. <br />MOTION, failed <br />Mr. Bennett moved and Mr. Rust seconded to support adding the road in <br />the county's system, to begin field and survey work as soon as possible, <br />and that the county will fund the project at the 20% match, not to exceed <br />$100,000. Discussion: Mr. Wagner would like to know about available <br />funding from the elevator and the city before committing any county <br />funds. Mr. Vanyo supports the county serving as the funding vehicle, but <br />wants to have a contract to deal with future reconstruction, see what other <br />funds are available and then decide on whether the county will help pay <br />for the road. Mrs. Sorum wants to see figures before she makes a <br />decision. Mr. Berndt said the committee could authorize a small <br />expenditure to cover survey and design costs. Mr. McConnell said if an <br />80% match cannot be secured at the state and federal level, a lesser road <br />would have to be built, and the city would see if CDBG funding is available <br />and look into creating a tax increment financing district. Mr. Berndt asked <br />about the cost estimate for the elevator project and Mr. Mauch said it is <br />expected to be between $4.5 and $5 million. On roll call vote, the motion <br />failed with six members voting "No" and Mr. Meyer, Mr. Bennett, Mr. Rust <br />and Mr. Johnson voting "Yes". <br /> <br />AMENDED MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to authorize $20,000 be <br />used to complete field, survey and design work; to work with the elevator <br />and the City of Casselton to secure funding information; and to prepare <br />an agreement that includes long-term costs for maintenance and future <br />reconstruction. On roll call vote, the motion carried unanimously. <br /> <br />3.
