All Rights Reserved. <br />Deliverables <br />Develop a comprehensive operations manual for the Authority to utilize in collaboration <br />with growers and related staging area stakeholders. The components of this manual <br />include: <br />o Overview of potential impact of Comprehensive Project flood events on cropland in <br />the staging area. <br />Worst case loss scenario based upon historic flood event data. <br />Estimate average annual cost of administration to the Authority for flood events. <br />o Outline procedure for collaboration with growers regarding: 1) annual purchase of <br />crop insurance by grower; 2) filing a crop insurance claim; 3) notification by grower <br />to the Authority of potential loss due to a Comprehensive Project flood event; 4) loss <br />adjustment procedure for the specific crop; and 5) payment of indemnity by the <br />Authority to grower. <br />o Provide a draft agreement between the Authority and growers to outline crop <br />insurance utilization, loss adjustment, and indemnification to growers in the event of <br />a Comprehensive Project induced crop loss event. <br />Develop an educational presentation for use with stakeholders (growers, crop insurance <br />agents, and Ag lenders) regarding the procedure the Authority will utilize in providing <br />indemnification to growers in the event of a Comprehensive Project induced loss. <br />Provide up to six face to face meetings (presentations) by W&A staff regarding Phase I <br />development and implementation, conducted in a single trip of not more than three days. <br />Budget <br />This component of the project is essentially time and materials for W&A staff with a <br />minimum billable total of $40,000.00. <br />Cost: $40,000.00 Firm Fixed Price, due upon receipt of deliverable for Phase I. <br />Time Period <br />It is estimated this component will require one to three months, depending on the <br />Authority schedules and W&A staff resources. <br />V.B. Phase II – Development of a Crop Insurance Product Specific to Staging Area <br />Phase II will require an in-depth analysis and approach that will result in a crop insurance <br />product developed specific for the staging area. <br />Deliverables <br />Develop a comprehensive crop insurance product (NRS rider) that is specific to the <br />approximately 30,000-acre upstream staging area impacted by the Comprehensive <br />Project. Components include the following: <br />o Review and document current liability for crops produced in the staging area. <br />o Utilize crop insurance experience data to review trends in crop loss and <br />indemnification within the staging area for the previous 10 crop years. <br />o Develop each specific component of the crop insurance product (rider) for the staging <br />area, inclusive of: <br />Policy materials <br />Actuarial analysis (data sourcing, rating procedures, premium rates).
