US Environmental Protection Agency OMB Control No. 2040-0292 <br /> WIFIA Program EPA Form No. 6100-032 <br /> Application Approval expires XX/XX/XXXX <br />____________________________________________________________________________________ <br />12 <br />- SEAI construction and acquisition of land in Minnesota and Clay County will be <br />funded through appropriates from the State of Minnesota, and funded primarily <br />using Construction Net Pledged Revenues, Temporary Refunding Improvement <br />Bond Proceeds, and Authority Loan Proceeds. <br />- Any Construction Financing Loans or Additional Revenue Bonds debt service will be <br />funded primarily using Required Temporary Debt Service. <br /> <br />- The SWDCAI Milestone Payments and P3 Payments during construction will be <br />funded primarily using Construction Net Pledged Revenues, Temporary Refunding Improvement Bond Proceeds (secured by the Temporary Non-P3 Warrant, and <br />Authority Loan Proceeds. <br /> <br />- The capital portion of the Availability Payments and P3 Payments after substantial <br />completion will be funded using Net Pledged Revenues backstopped by a P3 <br />Improvement Warrant issued by levied by the CCJWRD, which secures a stream of <br />P3 Special Assessment Revenue (if needed). <br /> <br />- The maintenance portion of the Availability Payments will be funded using Excess <br />Net Pledged Revenues, CCJWRD Maintenance Levies and Minnesota Storm Water <br />Maintenance Fees. <br /> <br />- Right-of-way acquisitions for both the SEAI and SWDCAI will be funded primarily <br />using Construction Net Pledged Revenues, Temporary Refunding Improvement <br />Bond Proceeds and Authority Loan Proceeds. <br /> <br />- In-town levee construction and associated infrastructure in North Dakota will be <br />funded primarily using Construction Net Pledged Revenues, Temporary Refunding <br />Improvement Bond Proceeds and Authority Loan Proceeds. <br /> <br />- In-town levee construction and associated infrastructure in Moorhead will be <br />funded through appropriations from the State of Minnesota, and City of Moorhead <br />direct contributions of property taxes and special assessments. <br /> <br />- Authority Loan obligations will be funded from Net Pledged Revenues. <br /> <br />- Definitive Refunding Improvement Bond obligations will be funded with Net <br />Pledged Revenues backstopped by a Definitive Non-P3 Improvement Warrant <br />issued and levied by the CCJWRD, which secures a stream of Non-P3 Special <br />Assessment Revenue (if needed). <br /> <br />7.
