US Environmental Protection Agency OMB Control No. 2040-0292 <br /> WIFIA Program EPA Form No. 6100-032 <br /> Application Approval expires XX/XX/XXXX <br />____________________________________________________________________________________ <br />7 <br />7.Will the project financed by the WIFIA loan create pre- and post-construction jobs? <br />If yes, provide approximately how many and explain how this number was calculated. <br />The Comprehensive Project2 consists of a Southern Embankment and Associated Infrastructure <br />(“SEAI”), which is located in Minnesota in the Buffalo Red River Watershed District, and a Storm <br />Water Channel and Associated Infrastructure (“SWDCAI”). The United States Army Corps of <br />Engineers (“USACE”) has led the planning and development of the Comprehensive Project since <br />2008. The Comprehensive Project will be split into two major parts. The SEAI and mitigation <br />measures will be constructed by USACE. The SWDCAI and associated mitigation, all lands, and <br />easements, for the Comprehensive Project and levees within Fargo and Moorhead will be <br />constructed by the Authority. Portions of the Comprehensive Project financed by the WIFIA <br />Loan will create both pre and post construction jobs. The Program Manager for the <br />Comprehensive Project has estimated that the Comprehensive Project will result in <br />approximately one hundred twenty (120) pre-construction jobs per year. This number was <br />calculated by taking into consideration the man hours it will take to complete construction as <br />well as the estimated time the Comprehensive Project will take to complete. It is estimated that <br />the work on the Diversion Channel led by the successful P3 proposer (the “Developer”) will take <br />over 1.33 million man hours to complete. It is also estimated that construction will take <br />approximately five and a half (5.5) years to complete.
