On or before October 1, taxpayers had to pay the 1998 <br />taxes in full on their properties to avoid foreclosure by Cass County. Each year, we <br />have a certain number of properties that taxpayers forfeit to the county for various <br />reasons. This year, we had 21 properties that went beyond the due date. <br /> <br />The former owners of these properties have until the third Tuesday in November <br />(November 18) to redeem the properties by paying all of the back taxes. We have one <br />residential property that will be redeemed by the owner, through his mortgage <br />company, by paying over $10,000 that is against the property. We also have an <br />apartment house that we are trying to make one last attempt to contact the owner to be <br />sure they know they have until the November date to redeem their property. That <br />leaves us with one residential, owner-occupied property that we need to deal with. <br /> <br />In the past, the County Commission has authorized selling owner-occupied residential <br />property back to the former owners on a contract for deed. North Dakota Century <br />Code 57-28-19 allows for a contract with the former owner at a rate not to exceed the <br />prime rate charged by the Bank of North Dakota for the previous month. The prime <br />rate charged by the bank is 4%. <br /> <br />The attached listing shows the properties that we expect to have on our tax sale on <br />November 18, 2004. I have asked Mr. Klein to appraise each property for a suggested <br />sales price. As the Board of County Commissioners, you need to set the minimum <br />sales price that you will accept and schedule a public heating on the values.
