Prior planning had allowed for the <br />horizontal travel to/through the corridor or directly into another pod <br />or smoke compartment with a third egress opportunity to the outside of <br />the building via the secure vestibules between pods. The only way to <br />get out of the pod being discussed in an emergency is through the <br />corridor (which is one acceptable exit) until such time Cass County <br />would add more pods to the east we need to find another. The most <br />economical way to respond to this is to provide an exit in the "always <br />proposed" location (as all the direct supervision pods have been <br />handled) but it must be to the outside through a secure vestibule on the <br />east end of the building. The question then is, does Cass County want <br />to control the inmates at this exit point in the case of an emergency by <br />means of a fence in area or by some other method described in the jail's <br />"Policies and Procedure Manual", If it is by a perimeter fence that <br />allows the inmates to get the required distance from the building during <br />an emergency, then what level of security do you want to provide? Does <br />it become outdoor rec?
