From <br />March 2005 until the bid opening on August 18, 2005, this Wlrk was completed. <br /> <br />When the commission received and reviewed the bids opened on August 18, 2005, <br />the board elected to delay construction to the spring of 2006. Work began at the site <br />approximately two months ago. <br /> <br />On March 13, 2006, I received an email from Rick Hoganson at Foss Architecture <br />detailing the need for an additional emergency exit and fencing at the new exit <br />location. I responded to the email by asking for a diagram and for further information <br />about the ruling. It was my understanding the jail plans had been through the code <br />review process. Two days later, on March 15, 2006, I received word back from Foss <br />by email indicating that "code interpretation is not always clear" and the fencing was <br />not required. (I am attaching the email discussion Iegarding this.) <br /> <br />At the commission meeting on June 19th, you will have a change order presented to <br />you by Foss Architecture for an additional exit door required by code in the amount <br />of $17,624.00. While I agree the change must be made, my concern rests with the <br />timing of the codes review after the bidding process was complete resulting in this <br />expensive change order. I have asked Rick Hoganson to be present at the <br />commission meeting to discuss this item. <br /> <br />SUGGESTED MOTION: <br />Move to approve the change order in the amount of $17,624.00 as presented by <br />Foss Architecture. <br /> <br />OR <br /> <br />SUGGESTED MOTION: <br />Move to approve the change order in the amount of $17,624.00 as presented by <br />Foss Architecture, with the stipulation that their contractual fee of 5.5% would not be <br />charged on this change order. <br /> <br />cc: <br /> <br />Sheriff Don Rudnick <br />Chief Deputy Glenn Ellingsberg <br /> <br />enclosures <br /> <br />K:\BJIJAIL ADDN 6-8 MEMO.doc <br />
