..

December 29, 2005

United
Way

A
~

what matters:"

Bonnie Johnson
Cass County Coordinator
PO Box 2806
Fargo, ND 58108

Dear Ms. Johnson,

I represent the local FEMA Emergency Food and Shelter Program board as the board chair.
The Emergency Food and Shelter Program is a federal program of FEMA that administers funds
to emergency food and shelter programs nationwide.

As a part of this program it is mandated that we have local representation from the counties
where we allocate dollars. John Meyer, a previous Cass County Commissioner, has sat on the
board up until last year when he retired. Other board members include representation from the
ELCA, Catholic Charities, American Red Cross, Salvation Army, United Way, Clay County
Commission and the Temple Beth EI. In addition, all programs receiving funds must sit on the
board.

I would like to invite a member of the Cass County Commission to again join the local
Emergency Food and Shelter Board. The Board meets 2-3 times a year, always at United Way
of Cass-Clay. The meetings are always in January, February and March, when FEMA allocates
the funds. Applicants for the funds must be nonprofit or government emergency food and
shelter programs that target primarily homeless individuals and families or those who would be
homeless if it weren't for the Emergency Food and Shelter assistance they receive. In 2006, we
will allocate $43,615 in Cass County and $22,220 in Clay County.

I would love to share more information with you or the Cass County Commissioners about the
Emergency Food and Shelter Program Local Board. Our first meeting for 2006 is set for
January 17 at 11 :30 here at United Way of Cass-Clay. If you are free to meet prior to that to
learn more about the EFSP please contact me at 237-5050 or skearns@uwcc.net.

ara E.
