<br />6) Courthouse addition and space needs <br /> <br />Cass County is a vibrant, growing community, and while the county does a good <br />job of controlling growth within county government, it is apparent from talking with <br />departments that space needs are a concern. In addition, added judgeships and <br />the possibility of more as the population shifts from rural North Dakota to the <br />urban area will require the county to consider space needs for the judiciary <br />system. The committee encourages the county to look at long-term in addition to <br />short-term space needs for all county and judicial offices before starting any <br />building project. <br /> <br />7) Transitional facility for inmates <br /> <br />This issue arose at a meeting with the sheriff and county jail administrator. A <br />significant percentage of inmates housed at the jail suffer from mental health <br />issues and would be better placed in a transitional program. The committee <br />encourages the county to consider land utilization for future construction of a <br />transitional facility. <br /> <br />SUMMARY <br /> <br />As members of the Local Governance Advisory Committee created under North Dakota <br />Century Code 40-01.1, we believe that we have fulfilled the charges directed by the <br />Cass County Board of Commissioners in Resolution #2005-14. Each of us individually, <br />and our group collectively, wishes to thank the Cass County Board of Commissioners <br />for the opportunity to serve on this committee.
