The residence has experienced foundation
shifting from the slide and further damage to the home is likely to continue.

The ND Division of Emergency Management (NO-DEM) has indicated that
funding of 75% of the cost of an acquisition is a possibility through the PIt>
disaster Mitigation Program (PDM). This is a relatively new program and
is somewhat different from the Hazard Grant Mitigation program that the
Cowlty has received funding from previously. There are no guarantees
that the application will be approved if submitted. If the application were
submitted and approved, the County would own the land similarly to the
previous flood acquisitions. The grant applications are due in Bismarck in
F cbruary.

If the Commission elects to submit a grant application, I recommend that an
agreement be entered into with owner or other private parties to fund the
25% local match. I would also recommend an agreement be entered into
with the Highland Park association to take over mamtenance of the lots
after acquisition.

SUGGESTED MOTION:
Option I: Direct County Engineer to complete gnmt apglication for funds
to acquire the residence and surrounding lots at 1319 64 A venue North in
the Highland Park Subdivision.
Option 2: Decline request for County spon50rsh\l? of a grant application to
acquire the home and surrounding lots at t 319 64 Avenue in Highland
Park.

J:\Admin-F..ng\CI)mmissioll Comp\2004Conc:s.p:.tdtr.te\Au~ Memo tlir;hland Park Rivc:r Bsu Slide
ln304.doc
