The grant was approved by the State, but they
were unable to fund the project for 2005. The state and the home owner
have both requested the County reapply for the grant.

I am seeking a decision by the County Commission if they would like to
sponsor and reapply for the grant for the private residence in the Highland
Park Subdivision north of Fargo which a riverbank slide has resulted
foundation shifting and further damage to the home is likely to continue.
. "':,. . -',' ". .

-. .... ..
The NO DivisioIi of Emergency Managerrllini (ND-DEM) has indicated that
funding of 75% of the cost of an acquisition is a possibility through the Pre-
disaster Mitigation Program (PDM). This is a relatively new program and
is somewhat different from the Hazard Grant Mitigation program that the
County has received funding from previously. There are no guarantees
that the application will be approved if submitted. If the application were
submitted and approved, the County"wouldown the land similarly to the
previous flood acquisitions.

If the Commission elects to submit a grant application, I recommend that an
agreement be entered into with owner or other private parties to fund the
25% local match. I would also recommend an agreement be entered into
with the Highland Park association to take over maintenance of the lots
after acquisition.

SUGGESTED MOTION:
fption 1: Direct Highway Superintendent to reapply fO. r .gr.ant app. lication
fO~hfunds to acquire. the resi.dence and ,surroun~i?~ lots ~t 1319 .11 st, fII\1:j'
. . 64~venu~North mtheHlghl~dPa~kSubdlvlslon. ?\llojHt '(tliieul ~t~
Opbon 2: Declmerequest for'County sponsorship of a grant 'applicatIOn to ~.c~'"
acquire the home and surrounding lots at 1319 64th A venue in
Highland Park.

RS/mz
Attachment

See tol?'lr'l1. rni nLftes
of- ~-.:l.I-DiL, a....ci

3-/rO{.,

J:\Admin-Eng\Commission Corrsp\2006\Agenda Memo Highland Park River flank ~
