The County Commission can either extend the fee by resolution, or put the <br />question oflevying the fee to a vote of the Cass County residents who live outside <br />the Fargo and West Fargo cities. The question of continuing the fee comes up <br />every six years; the statute allows for the board to put the question to the voters <br />for an initial six-year period and thcn allows the board to extend that tax for an <br />additional six years. The history of the fee in Cass County is: <br /> <br />Director of <br />Equalization <br /> <br />Frank Klein <br />701.241.5616 <br /> <br />1988 <br />1994 <br />2000 <br /> <br />Fee voted on by Cass County residents <br />Fee extended by the County Commission <br />Fee voted on by Cass County residents <br /> <br />It is appropriate to address this issue now because you should make some <br />decisions before April 17th, the filing deadline for the Primary Election. <br /> <br />The first question is do you want to continue the 911 Fee? The 911 Fee funds our <br />contributions to the statewide upgrade for enhanced wireless 911 and our share of <br />the Red River Regional Dispatch. If the answer to this question is no, you don't <br />need to do anything at this time-the fee would simply expire on December I, <br />2006. If the answer to the this question is yes, then you need to decide if you <br />want to extend the fee by passing a resolution or by putting it to vote of the Cass <br />County residents. <br /> <br />If you want to extend the tax for another six years by resolution you could do that <br />now or you could wait until a later date. If you want to extend the tax by taking it <br />to a vote of the Cass County residents, you need to take action to certify the <br />question to be put on the Primary Election.
