The event is a
Microsoft winter party in a Morton building at Doug Burgum's. The address is 10 Tallgrass Trail, Horace, ND.
They are requesting a special event permit from Cass County, and since it was for an event on private property, I
called the Attorney General's Office to get their input.

The AG's licensing division (Missy) called me back today, and she said the law would allow the local governing
body to regulate and restrict the operations of an event permit. She suggested contacting you to discuss
establishing any rules to regulate and restrict the event permit.

This would need to be added to Tuesday's agenda since the event would take place on the day of our next
meeting, March 6th. What are your thoughts on this? I did talk to Jim Thoreson in the hallway after i had
received the phone call from Plains Art Museum; and he didn't have any concerns. I wondered later, though, if
there will be someone there to be sure there is no underage drinking.

Kelly's number at the Plains Art Museum is 232-3821 Ext 128 if you would like to get more information from her
She said Mosaic Foods will be catering the meal associated with this event.

Joyce Schepp, Administrative Assistant
Cass County Commission Office
PO Box 2806
Fargo ND S81 08-2806
schepp@co.cass.nd.us
701241-5609

2/1612006
