' <br /> <br />"',} <br /> <br />,d'" <br /> <br />CHAPTER FIVE: PLAN RECOMMENDATIONS <br /> <br />5.1 RECOMMENDATION PROCESS <br /> <br />The plan recommendations are identified projects that will enhance the efficiency of the existing bike and <br />pedestrian network and contribute to the maintenance, improvement and development of a well connected <br />metro-wide bike and pedestrian network. These recommendations arc designed to build, in the next 25 <br />years. the envisioned goal of a complete metro-wide bike and pedestrian network, connecting the north- <br />south and east-\vest limits of the Fargo-Moorhead Metropolitan area spaced at regular intervals of about 1 <br />mile. <br /> <br />The recommendations have been developed based on the inferences made from the data reviewed in the <br />previous sections of the plan. They have been identified as: <br /> <br />P Bikeway System gaps: Map 5.1 show the identitied gaps in the existing system <br />P Pedestrian Facility improvements: A pedestrian facility inventory is recommended in the next five <br />years to identify pedestrian facility improvements in the metropolitan area. <br />I? Sign age of shared roadways and bicycle lanes: Table 5.3 and Map 5.2 show the identified signage <br />projects. <br />P Future roud construction projects: Table 5.0 -5.19 show the identified future road construction projects <br />P Extra territorial connectivity: Map 5.4 show the future extraterritorial bikeway projects <br />I? Future land use and growth plan: Table 5.6 - 5.19 and Map 5.4 show the future metropolitan bikeway <br />R Maintenance and safety improvements: Maps 5.5 and 5.6 show the various maintenance projects <br />identified trough the plan development process <br /> <br />5.2 OTHER RECOMMENDED PROJECTS <br /> <br />Moorlrem/ 2(/h Street/SE Maill Grade Separatioll <br /> <br />In 199H Metropolitan Transportation Plan, FM COG identified improvements to the intersection of 4th <br />Avenue South. 20th Street, and 21 sl Street Moorhead due to the large number of crashes and large volumes <br />of train traffic. Additional safety concerns exist for pcdcstrians and bicyclists through this intersection. This <br />connection is a vital link in the shared use paths within the City of Moorhead. Therefore, a bicycle and <br />pedestrian facility l11ust be included in the future grade separation design and construction. <br /> <br />Slreyelllle Diversio/l <br /> <br />The Sheyennc Diversion in Cass County gives the area much opportunity for bicycle and pedestrian use. A <br />variety of ideas have been suggested for this area including hiking. cross countl)' ski, biking, and shared <br />use paths. People within the area have already been using the east side of the Diversion for riding horses. <br />Opportunities still exist for bicycle and pedestrian use on the west side. The Diversion creates a unique <br />opportunity to install alternative surface material or to introduce a mountain biking path. Design for this <br />area should be coordinated with the Anny Corps of Engineers. <br /> <br />Red River Greenway <br /> <br />The International Flood Mitigation Initiative has as recommended the creation of a green way along the <br />Red River from Lake Traverse, Minnesota to Lake Winnipeg, Canada. The purpose of this green way would <br />be to assist in the reduction of flood damage costs to properties with a high potential to flooding. In <br />addition. this greenway would provide opportunities for recreation routes (hiking, biking, canoeing, etc.) <br />extending over 600 miles. <br /> <br />',' . ,";;,;" P.,: ":::';':'" :', ;0-.'" ....
