Improve the Information Available Over the Internet

Once a course of action has been determined relative to how the systems will be changed, there
will be a new set of data points that are relevant to the citizens of Cass County. Better historical
information, more details relative to certified and uncertified special assessments, and links
between GIS and property and tax information have been requests by residents for several years.
By addressing the software applications within the County, the County then can consider how
best to share this information over the internet.

In addition to having more information available over the internet, the way in which the data is
accessed could be improved. As mentioned in observation number seven, there's a fairly well
laid out process to move data between Cass County, Fargo and West Fargo. However, there's an
inherent risk to moving so much data each night.

A simpler way to approach it would be to link the master data points from each server when
requested by a user. In this scenario, the daily processing of information for Cass, Fargo and
West Fargo doesn't change. What changes is how the information is displayed to the user. With
a new design, the data points from each server will be accessed real time through link servers and
various queries that pull the needed data from the source. Rather than duplicating and moving
data each night, the data is presented from its source, on demand, as the user requests it. The risk
associated with this design, is that if one of the "links" between the servers goes down, a portion
ofthe information would be temporarily unavailable. Special care would need to be taken to
have the availability of the servers and protect the data points that link information - although this
is nothing exceptional to design or maintain.

Another benefit to linking the servers and data points between Cass, Fargo and West Fargo is that
there would be easier access to detailed special assessment information. Today, the current year
lump sum data is submitted to Cass County, while Fargo and West Fargo maintain the detail. By
linking the data points, it would be easier for residents to get a clearer picture of their detailed tax
liabi li ty and history.

CaS8 County T ax Automation Assessment & Recommendation Page 12
05/05/2006
Proprit/mJ' and Cotifidential.- Contents of lhis doCflmtnt can not be "produced without writ/in prrmission from Bide Baii!y, UY and
Cass COHnD' ND
