<br />APPENDIX A <br />PAGE 1 OF2 <br /> <br />AGREEMENT FOR PARTICIPATION <br />IN THE NORTH DAKOTA <br />IDGHWAY SAFETY PLAN <br /> <br />PROJECT NO. PHSP4020602 SP Q2 Ph 12 <br /> <br />SCOPE OF WORK <br /> <br />The purpose of this contract is to provide funding to the Cass County Sheriff's Office for <br />participation in the Memorial Day Enforcement Blitz targeting occupant protection violations. <br />Funding for this project is provided through the National Highway Traffic Safety Administration <br />(i'J1HSA) under the authority of23 V.S.C. 157.' The objective ofthis grant program is to increase <br />seat belt use in North Dakota, for both adults and children, by supporting the implementation of an <br />innovative educational and enforcement project. The success ofthis project is built upon the strategy <br />that education, along with high visibility and consistent enforcement, is an effective means to change <br />driver behavior and positively impact occupant protection use. <br /> <br />The state of North Dakota will be participating in the national mobilization beginning May 22, 2006, <br />and ending June 4, 2006, for the specific purpose of targeting occupant protection violations within <br />the guidelines ofNortb Dakota occupant protection laws. Law enforcement agencies will bereqllire-d <br />to work overtime activity during this period to create high visibility and ensure public safety. . <br /> <br />This contract will reimburse $6,100 for the cost of overtime wages and mileage. Overtime wages will <br />be paid at the agency-approved overtime rate, and mileage will be paid at the state-approved rate of <br />$0.375 per mile. The mileage expense budget may also be used for overtime wages. The Cass <br />County Sheriff's Office will be required to submit an activity report to the Office of Traffic Safety <br />(OTS) no later than June 9, 2006. The activity report must be submitted to the OTS prior to <br />reimbursement. Late reports may result in a delay in processing or a reduction in payment. <br />Supporting documentation must be retained at the local level in accordance with audit guidelines. <br /> <br />The Cass County Sheriff's Office will provide a copy of the seat belt policy to the OTS before <br />requesting reimbursement for this activity. All persons reimbursed with traffic safety funds are <br />required to wear seat belts and obey aU traffic laws while on official business ofthe projects. <br />
