APPENDIX A PAGE 1 OF2 AGREEMENT FOR PARTICIPATION IN THE NORTH DAKOTA IDGHWAY SAFETY PLAN PROJECT NO. PHSP4020602 SP Q2 Ph 12 SCOPE OF WORK The purpose of this contract is to provide funding to the Cass County Sheriff's Office for participation in the Memorial Day Enforcement Blitz targeting occupant protection violations. Funding for this project is provided through the National Highway Traffic Safety Administration (i'J1HSA) under the authority of23 V.S.C. 157.' The objective ofthis grant program is to increase seat belt use in North Dakota, for both adults and children, by supporting the implementation of an innovative educational and enforcement project. The success ofthis project is built upon the strategy that education, along with high visibility and consistent enforcement, is an effective means to change driver behavior and positively impact occupant protection use. The state of North Dakota will be participating in the national mobilization beginning May 22, 2006, and ending June 4, 2006, for the specific purpose of targeting occupant protection violations within the guidelines ofNortb Dakota occupant protection laws. Law enforcement agencies will bereqllire-d to work overtime activity during this period to create high visibility and ensure public safety. . This contract will reimburse $6,100 for the cost of overtime wages and mileage. Overtime wages will be paid at the agency-approved overtime rate, and mileage will be paid at the state-approved rate of $0.375 per mile. The mileage expense budget may also be used for overtime wages. The Cass County Sheriff's Office will be required to submit an activity report to the Office of Traffic Safety (OTS) no later than June 9, 2006. The activity report must be submitted to the OTS prior to reimbursement. Late reports may result in a delay in processing or a reduction in payment. Supporting documentation must be retained at the local level in accordance with audit guidelines. The Cass County Sheriff's Office will provide a copy of the seat belt policy to the OTS before requesting reimbursement for this activity. All persons reimbursed with traffic safety funds are required to wear seat belts and obey aU traffic laws while on official business ofthe projects.
