I have asked my staff to
review the current procedures and make recommendations for any changes which would enhance
the safety and security of the courthouse and annex.

1 am not sure you are aware that a number of our court/transport officers have attended the Court
and Courthouse Security Training sponsored by the U.S. Marshal Service and held at their
Glencoe Georgia Training Facility. Others have attended similar training held by private
contractors funded by the U.S. Department of Justice. Considering their training and after
reviewing cases involving courthouses from throughout the United States, several changes are
being instituted.

The general public will not recognize many of the changes or be impacted by them as they are
procedural in nature. One change that will affect visitors to the courthouse is some additional
restrictions as to what can be brought into the courthouse. Purses will be allowed, but other
handbags, carry-on bags, backpacks, fanny packs, diaper bags and strollers of any type will be
restricted from the courthouse. Diaper bags and strollers will be allowed in the annex as Social
Services has many more clients that spend extended time within the annex and may need those
items. We do request that permanent signs be placed on the front doors of both the courthouse and
annex stating the hours the building is open and items restricted. Your support for these changes
is appreciated and I am confident that any minor problems can be addressed promptly as we
continue with this task.

Sample Motion:

Move to authorize the signage of the courthouse and annex with the hours that each
building is open to the public and stating which items are restricted from those buildings.

Respectfully,

~

Donald Rudnick
Cass County Sheriff
