The purpose of the hearing is to hear any individual appeals <br />and to equalize the property assessment valuations among the various <br />jurisdictions. <br /> <br />In North Dakota, the assessments are reviewed annually. The property tax <br />is budget driven, in that budgets determine the total amount of tax to be <br />collected. Assessments determine how much each property will bear in <br />relation to the total tax burden. State statutes require residential and <br />commerical property be valued at market value and that agricultural <br />property be valued at its productivity value, as established by the <br />legislature. I've enelosed a eopy ofNDCC 57-12 County Board of <br />Equalization for your reference. <br /> <br />For 2006, I've raised the agricultural valuation 6%, to bring the assessment <br />in compliance with state statute. The county average true and full value is <br />approximately $570 per acre. I'm also recommending that 97.1 acres of <br />agricultural land be classfied as inundated. <br /> <br />The rural residential assessments are not in eompliance according to the <br />assessment/sales ratio study.
