The purpose of the hearing is to hear any individual appeals
and to equalize the property assessment valuations among the various
jurisdictions.

In North Dakota, the assessments are reviewed annually. The property tax
is budget driven, in that budgets determine the total amount of tax to be
collected. Assessments determine how much each property will bear in
relation to the total tax burden. State statutes require residential and
commerical property be valued at market value and that agricultural
property be valued at its productivity value, as established by the
legislature. I've enelosed a eopy ofNDCC 57-12 County Board of
Equalization for your reference.

For 2006, I've raised the agricultural valuation 6%, to bring the assessment
in compliance with state statute. The county average true and full value is
approximately $570 per acre. I'm also recommending that 97.1 acres of
agricultural land be classfied as inundated.

The rural residential assessments are not in eompliance according to the
assessment/sales ratio study. I've therefore spot ehecked the residential
assessments of townships and cities and am recommending numerous
increases in valuation.

I'm also currently reviewing numerous individual assessment appeals.

If you have any questions or would like additional information, please
eontact me at 241-5617.

~~~
Frank Klein
Cass County Director of Equalization
Enclosures (5pgs)
