<br />Commission Minutes--September 15, 2003 2653 <br /> <br />Birch Burdick, State's Attorney, said several statutes pertain to county building projects, and <br />the county commission has the authority to superintend its own affairs. One statute <br />references a vote of the people for extraordinary outlay expenditures, unless a county has a <br />home rule charter, and Cass County is a home rule charter county. <br /> <br />Mr. Wagner asked for any other comments on the 2004 budget. After calling three times for <br />additional input, he declared the public hearing closed. The anticipated date for approving <br />the final budget is at the commission meeting to be held on September 29,2003. <br /> <br />10. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Bennett moved and Mrs. Sorum seconded to approve Voucher No. <br />180,377 through No. 180,821. On roll call vote, the motion carried <br />unanimously. <br /> <br />11. EAST CENTRAL COMMISSIONERS MEETING; BUILDING AND GROUNDS UPDATE; <br />COURT SPACE LEGISLATION; COMMISSIONERS MEETING WITH CITY OFFICIALS; <br />NORTH DAKOTA ASSOCIATION OF COUNTIES CONVENTION, Committee reports <br />Bonnie Johnson said she attended the East Central County Commissioners Association <br />meeting at the Fargo Doublewood Inn on September 8th. The North Dakota Association of <br />Counties ILG (Institute of Local Government) arranged a class on "Ethics in Government," <br />with the majority of funding being made available by the North Dakota Insurance Reserve <br />Fund (NDIRF). Commissioners and staff from Cass and other counties were in attendance. <br /> <br />The courthouse front plaza paver project has been completed and about 100 new plants, <br />trees and shrubs were added along the front of the courthouse, according to Mrs. Johnson. <br /> <br />Mrs. Johnson prepared testimony on a study resolution to consider a lease agreement for <br />any county providing space for state-operated functions, such as the court system. A <br />hearing is scheduled in Bismarck on September 23rd. <br /> <br />Mike Montplaisir reminded commissioners of a meeting scheduled for 7:00 PM today in the <br />Casselton Community Center with local city officials to discuss items of mutual concern. <br />Agenda topics include election reform/precinct consolidation, GIS (Geographical Information <br />System), 911 addressing, county road, weed and vector updates. All county department <br />heads were invited to attend. <br /> <br />Mr. Wagner reminded commissioners to register for the North Dakota Association of <br />Counties annual meeting to be held at the Best Western Ramkota Hotel in Bismarck on <br />October 5-8, 2003. <br /> <br />12. CORRESPONDENCE, Received and filed <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to receive and file <br />correspondence outlined by the secretary as follows: North Dakota <br />Department of Transportation request for comments on two highway <br />improvement projects on Interstate 94, from Hill to Buffalo and from <br />Valley City to Tower City. Motion carried. <br />
