<br />Commission Minutes-April 3, 2006 3056 <br /> <br />range program were reviewed utilizing a stringent screening process that <br />considered technical soundness, financial feasibility, and social acceptability; <br /> <br />WHEREAS, the 2006 Metropolitan Bicycle and Pedestrian Plan provides a <br />comprehensive, coordinated program of projects and strategies that will improve the <br />urban and extraterritorial bikeway system; <br /> <br />WHEREAS, the 2006 Metropolitan Bicycle and Pedestrian Plan will further enhance <br />the area's bicycling environment so that the bicycle becomes a convenient <br />transportation and recreation alternative contributing to the health, safety, and <br />quality of life for citizens in the metropolitan area; <br /> <br />NOW, THEREFORE BE IT RESOLVED, that the Cass County Commission does <br />hereby adopt the 2006 Metropolitan Bicycle and Pedestrian Plan, and agrees to use <br />it as a tool to implement metropolitan bikeway goals and objectives which will <br />complement overall development of the metropolitan transportation system. <br /> <br />8. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to approve Voucher No. <br />205,971 through Voucher No. 206,312. On roll call vote, the motion <br />carried unanimously. <br /> <br />9. FLOOD UPDATE, Committee report <br />Dave Rogness, Emergency Manager, and Rich Sieg, acting County Engineer, were <br />present to provide an update on the flooding situation in Cass County. <br /> <br />Mr. Rogness said flooding has exceeded levels experienced in 2001 and is near those <br />reached in 1997. He provided crest information on the numerous rivers within the county <br />and said sheriff deputies are patrolling areas in need to check on residents. He <br />commended the efforts of First Link in organizing volunteers to assist with sand bags and <br />believes the crisis situation will stabilize within the next 18 to 24 hours. <br /> <br />Mr. Sieg said his department has been busy distributing sand bags to county residents and <br />barricading roads as they close due to flooding. He said the northeast portion of the <br />county will continue to see roads going under water and anticipates difficult travel <br />conditions for several days. The county began this flood event with 210,000 sandbags and <br />there are 75,000 remaining. He has ordered an additional 50,000 sand bags. <br /> <br />Mrs. Sorum toured the flooded areas with Mr. Sieg and commended him and his staff for <br />their work during this time. Mrs. Johnson said the City of Fargo officials also commended <br />Mr. Sieg and Mr. Rogness for their efforts. <br /> <br />10.
