He is not asking for an increase in dues over last year's
amount of $6,300. Mr. Shorten talked about the board membership and possible future changes
after the new census is taken, however, the executive committee is still made up of one member
from each governmental jurisdiction.

Cass County Rural Ambulance and Rescue Association
Dale Torgerson, Amy Bush, Russ Fenlason and Ken Habiger presented the budget for the Cass
County Rural Ambulance and Rescue Association. They are requesting the same amount as last
year, $145,000. Mr. Habiger said they could not continue to operate without the county's support.

Lake Agassiz Regional Council
ltv Rustad, Executive Director of Lake Agassiz, requested $10,000 more than last year in order
to offset a loss of State economic development funds.

Humane Society
Deb Ness reported that the Director of the Humane Society was unable to attend today's meeting
and asked to be re-scheduled on another day.

BUDGET GOALS, Discussion held
Mrs. Quick suggested discussing budget goals, and Mr. Koenig thinks the goal should be less
than last year. He suggested looking at line items that remain the same every year and possibly
lowering them. The Board also talked about increased health insurance costs. Mrs. Quick
suggested looking at different plans that Blue Cross Blue Shield offers. Mrs. Schneider said she
would not support any major changes because she believes good benefits are important to retain
employees.

ADJOURNMENT
With no further budgets to review today, the meeting was recessed at 12:15 PM and will resume
Monday, August 16, 1999, at 8:30 AM.

ATTEST:

APPROVED:

/' I~i6hael Mo~tplaisir - ,~uditor
Cass County, North Dakota

Robbie Quick, Chairperson
Cass County Board of Commissioners
