Commission Minutes--August 9, 1999 2016

Clerk of Court
Dorothy Howard was present to answer questions concerning her budget request. Some line
items were reduced by the board with her concurrence. It was noted that State reimbursement
is considerably less than in previous years. The major focus of discussion was on staffing
levels due to the State unification of the clerks of court. Mr. Wieland suggested an automated
telephone system that would direct citizens with questions on child support cases to call the
State because it is under their jurisdiction now. He said the State has approximately 60
employees in their child support division and should be able to handle these calls. Mrs. Howard
said there were a number of legislative changes in child support, and there are still some
misconceptions about responsibilities due to these changes. In terms of staff, she chose not
to fill a position when an employee who worked in the child support division resigned. Mr.
Wieland suggested not filling other positions when vacancies occur because a budget
adjustment could be made during the year, if necessary.

Extension
Brad Cogdill gave an overview of his budget request. Commissioners discussed the computer
line item in this budget, as well as in other county budgets. Mr. Cogdill said his department's
computer needs are being met, and the Board reduced the line item by $3,000. Mr. Montplaisir
suggested reviewing the computer line item in all departments in the county budget with the
newly hired Information Services Director, Robert Holmbeck, when he begins employment with
Cass County next Monday. The board also reviewed the office equipment line item and asked
Mr. Cogdill to prioritize the list.

RECESS
With no further budgets to review today, the meeting was recessed at 11:45 AM and will resume
at 9:00 AM tomorrow, August 10, 1999.

ATTEST:

APPROVED:

Mi~,h-a~l Mor{tplaisi~ - Auditor
Cass County, North Dakota

L'"'l~-~b~ie Quick, Ch~'i'rp-erson '
Cass County Board of Commissioners
