<br />Commission Minutes--June 21, 1999 1997 <br /> <br />Mr. Wieland inquired about another egg-laying operation in Harwood Township, owned by <br />Albert Lemke. Mr. Klein said Mr. Lemke and his son have a farming operation and raise their <br />own feed, making this operation different from Mr. Wall's operation. <br /> <br />The last item of business to come before the County Board of Tax Equalization is the inundated <br />land adjustments, and Mr. Klein suggested leaving this one topic open until the July 19, 1999, <br />meeting. He said it appears the State Tax Department will allow the counties to make inundated <br />land changes until August 151, but all other assessments should be finalized before that time. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded that the County Board of <br />Equalization be adjourned for 1999; except for any inundated land <br />adjustments, which will be heard on July 19, 1999. On roll call vote, <br />motion carried unanimously. <br /> <br />16. ORDINANCE #1999-1, Jail sales tax ordinance second reading and adoption <br />This was the date, time and place advertised for second reading and adoption of the jail sales <br />tax ordinance. Notice of the proposed ordinance was published in the county's official <br />newspaper on June 1, 1999. Mrs. Quick asked if anyone was present who would like to make <br />a public comment. <br /> <br />Jeannette Stanton, Fargo, asked Commissioners to begin considering adoption of a resolution <br />that would be placed on the June, 2000, election ballot and voted on by the county residents, <br />the same way as the jail sales tax was voted upon, saying that when the $18,000,000 has been <br />collected for construction of the jail, the sales tax would cease rather than continuing to collect <br />for the special fund of $6,000,000 to pay for increased operation costs and future building <br />expansion, as authorized in the ordinance. She warned that three Commission seats will be <br />on the same ballot next June, and this will be a campaign issue if the current board does not <br />discontinue the sales tax after $18,000,000. <br /> <br />Mrs. Quick invited any other comments from the public on the sales tax ordinance. Hearing <br />none, she asked for comments from Commissioners. Mr. Wieland noted that first reading of the <br />ordinance was held May 17, 1999, and no changes have been made since then. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to adopt Ordinance <br />#1999-1 imposing a sales tax for county jail construction and <br />maintenance; and to have the State's Attorney publish this ordinance <br />with all other county ordinances into a handbook for Cass County law <br />enforcement officials. On roll call vote, motion carried unanimously. <br /> <br />17. RESOLUTION #1999-11, Devils Lake uDdate: travel reauest aDDroved <br />Jim McLaughlin, Southeast Cass Water Resource Board, gave a detailed update on the Devils <br />Lake flooding situation and presented a resolution of support for the Board's consideration. He <br />supplied a booklet entitled "Devils Lake Dilemma, 1999" to each commissioner and gave some <br />statistics on the removal and destruction of homes and trees in the path of the rising water. <br />Millions of dollars have been spent in the last few years to raise roads, build dikes, and repair <br />sewer and water facilities, according to Mr. McLaughlin. Recently, he said, there was a $44 <br />million expenditure to extend a dike to protect the town of Devils Lake. <br />
