Commission Minutes--May 3, 1999 1973 7. PERMIT FOR SPECIAL EVENTS, Approved for Playmaker's Sports Cafe and Bar MOTION, passed Mr. Koenig moved and Mr. Wieland seconded to approve special event permits for Playmaker's Sports Cafe and Bar to dispense alcoholic beverages at two wedding receptions in June, these being held on June 4 and June 5, 1999, at Bonanzaville, U.S.A. On roll call vote, motion carried unanimously. 8. ROAD DEPARTMENT, County Highway 28 closing during fireworks show MOTION, passed Mr. Koenig moved and Mr. Wieland seconded to authorize the closing of Cass County Highway 28, between the south side of the Fairgrounds and 13th Avenue South, from 5:00 PM to 1 :00 AM each night from August 8-13, 1999, as a safety precaution during a major fireworks show. On roll call vote, motion carried unanimously. 9. PERSONNEL OVERVIEW COMMITTEE, Ratify actions of May 3. 1999. meeting MOTION, passed Mr. Koenig moved and Mr. Wieland seconded to ratify action of the Personnel Overview Committee meeting of May 3, 1999, and approve the reduction in force plan to discontinue the welfare fraud program for Region Five. The 1999 State Legislature eliminated all funding for the welfare fraud program in Cass County effective June 30, 1999. On roll call vote, motion carried unanimously. 10. CONTRACT APPROVAL, Southeast Human Service Center: Central Specialties. Inc.: North Dakota Department of Transportation: Houston Engineering MOTION, passed Mr. Koenig moved and Mr. Wieland seconded to approve the following contracts submitted by respective department head and portfolio commissioner, subject to state's attorney approval; and authorize the chairperson to sign. On roll call vote, motion carried unanimously. Southeast Human Service Center--Adult Protective Services; Central Specialties, Inc.--County Highway 15, 16 and 27 bituminous overlay; North Dakota Department of Transportation--resolution accepting low bid and authorization to sign contract when available for County Highway 2 bridge replacement; Houston Engineering--design of replacement bridge for the year 2000 on Cass County 81 and a replacement bridge for the year 2001 on Cass County 16, as approved the Road Advisory Committee last fall; North Dakota Department of Transportation--construction and maintenance agreement and right of way certification for the Cass County Highway 14 improvement project. 11. JAIL LAND ACQUISITION, County to purchase 18.11 acres for construction of a new iail Mrs. Quick said this item was added to today's agenda because negotiations are progressing rapidly for the purchase of land for construction of a new jail facility. Cass County voters approved the sales tax option as a way to pay for the facility at the April 20, 1999, election.
