<br />Commission Minutes--February 16, 1999 1939 <br /> <br />7. SHERIFF'S DEPARTMENT, Grant funds for Cass County Juvenile Crime Enforcement <br />Coalition and related budget adiustment <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wieland seconded to approve the receipt of <br />Juvenile Accountability Incentive Block Grant (JAIBG) funds for the <br />Cass County Juvenile Crime Enforcement Coalition and to approve a <br />budget adjustment for the Sheriff's Department reflecting the <br />revenues and expenditures in the amount of $168,560 through <br />January 31, 2001. On roll call vote, motion carried unanimously. <br /> <br />8. CONTRACT APPROVAL, Department of Human Services: Department of Transportation <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wieland seconded to approve the following <br />contracts submitted by respective department head and portfolio <br />commissioner, subject to state's attorney approval; and authorize the <br />chairperson to sign: On roll call vote, motion carried unanimously. <br /> <br />North Dakota Department of Human Services Child Support Enforcement Interagency <br />Cooperative Agreement; <br />North Dakota Department of Human Services for conversion of information into the Fully <br />Automated Child Support Enforcement System (FACSES); <br />North Dakota Department of Transportation construction and maintenance agreements <br />for Maple River project northwest of Page and for County Drain #27 structure northeast <br />of Horace. <br /> <br />9. RESOLUTION #1999-3, MIDA bond application for Southeastern North Dakota Community <br />Action Agency <br />Attorney Jim Stewart, from Arntson & Stewart, was present on behalf of the Southeastern North <br />Dakota Community Action Agency concerning a MIDA Bond application in the amount of <br />$500,000 for acquisition of the building currently being leased by the applicant, and to construct <br />a 4,000 square foot addition. James Kappel, Executive Director of Southeastern North Dakota <br />Community Action Agency, was also present. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded to adopt Resolution <br />#1999-3 relating to a project under the Municipal Industrial <br />Development Act, giving the project preliminary approval, subject to <br />a public hearing forthe Southeastern North Dakota Community Action <br />Agency project. The public hearing is scheduled for March 15, 1999, <br />beginning at 3:30 PM in the County Commission Room, Cass County <br />Courthouse. On roll call vote, motion carried unanimously. A copy <br />of said resolution is on file in the County Auditor's Office. <br /> <br />10. RESOLUTION #1999-4, Jail financing/ballot auestion <br />Bonnie Johnson, Jail Project Coordinator, provided some history dating back to 1913 when the <br />present jail facility was built, noting a $1 million structural renovation project in 1968, and <br />$500,000 being spent in 1991 to separate booking/dispatch, adding work release, and making <br />a portion of the building handicap accessible. It was anticipated that the last remodeling effort <br />would extend the life of the jail ten more years. <br />
