Commission Minutes--February 6, 1999 1937 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> FEBRUARY 6, 1999 <br /> <br />MEETING TO ORDER <br />Commissioners held an informal meeting on February 6, 1999. All members were present as <br />follows: Robbie Quick, Paul Koenig, John Meyer, Alon Wieland, and Donna Schneider. <br /> <br />The following county staff were present: County Coordinator Bonnie Johnson; County Auditor <br />Michael Montplaisir. <br /> <br />Also present were Bill Cowman and Rick Hoganson, Foss Associates of Fargo, and Dennis <br />Kimme of Kimme & Associates, Champaign, Illinois. <br /> <br />JAIL SITE TOURS <br />The group met at 12:30 PM on Saturday, February 6th, and traveled to each of the three sites <br />recommended by the Site Selection Committee. One of the sites is adjacent to the Courthouse, <br />while the other two larger sites are more "remote" and have several tracts of land within the <br />given site. The group returned to the Cass County Courthouse at 1:30 PM. <br /> <br />INFORMAL MEETING <br />Consultant Dennis Kimme discussed, with the Commissioners, the pros and cons of each <br />location. In addition, he discussed the staffing needs which would be determined by the site <br />location. If the site were small, the jail would be built vertically and would require greater <br />staffing than if the building were built on a larger site on one level. Mr. Kimme also discussed <br />design efficiencies, parking expansions, law enforcement options such as a regional jail facility, <br />and the opportunities for horizontal expansion of the jail in the future. <br /> <br />Mrs. Johnson informed the group they will need to make decisions about bed capacity, financing <br />alternatives, and site selections at their next regular meeting on February 16, 1999.
