<br />Commission Minutes--September 21, 1998 1870 <br /> <br />Mrs. Schneider asked if Commissioners were ready to make a decision today on the COLA <br />amount and the health insurance premiums, however, no motion was made at this time. She <br />suggested holding another budget meeting next week since the budget must be finalized on <br />or before October 1 st. <br /> <br />Mr. Wieland said he hoped to adopt a budget somewhere below 70 mills rather than at 70 <br />mills. He favors a 2.5% cost of living increase for employees in order to remain competitive <br />in the market and he does not believe the health insurance rate in the budget is too high. He <br />said commissioners need to be responsible to the taxpayers as well as to the employees. <br /> <br />Mrs. Schneider asked for any additional comments and hearing none, closed the pubic hearing <br />on the 1999 county budget. She will discuss setting a special meeting to approve the 1999 <br />budget during committee reports later in today's meeting. <br /> <br />10. RESOLUTION #1998-17, MIDA Bond hearing for Lutheran Health Systems <br />A public hearing was advertised for this date and time on the request for issuance of Refunding <br />Municipal Industrial Development Bonds (MIDA) for Lutheran Health Systems by the City of <br />Valley City, North Dakota. The original bonds were issued to finance a number of projects, <br />including two Fargo projects, namely Villa Maria and Rosewood on Broadway. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Meyer seconded to adopt Resolution <br />#1998-17 Relating to Refunding Revenue Bonds of the City of Valley <br />City, North Dakota. Said resolution is on file in the County Auditor's <br />Office. On roll call vote, motion carried unanimously. <br /> <br />11. FLOOD UPDATE, Report by Lake Agassiz Regional Development Corporation <br />Irv Rustad, Lake Agassiz Regional Development Corporation, provided copies of a financial <br />statement dated today, and he reported on Phase I progress. He indicated there is a balance <br />of about $3 million in federal funds for Phase II buy-outs and said certified appraisers have <br />been hired to contact homeowners about inspecting properties in flood prone areas for <br />potential future buy-outs as funds are available. <br /> <br />12. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to approve Vouchers <br />No. 119,347 through No. 119,995. On roll call vote, motion carried <br />unanimously. <br /> <br />13. MIDA BONDS FOR CATHOLIC HEALTH CORPORATION; JAIL CONSULTING; ROAD <br />UPDATE; WATER RESOURCE MEETINGS; NORTH DAKOTA ASSOCIATION OF <br />COUNTIESICOUNTY COMMISSIONERS CONVENTION; COMMISSION SPECIAL MEETING, <br />Committee reports <br />John Goff, State's Attorney, presented correspondence regarding MIDA Bonds for Catholic <br />Health Corporation (Villa Nazareth Project) requesting the board's signature on Appointment <br />of Successor Bond Trustee, whereby Norwest Bank Minnesota, National Association be <br />appointed as successor Bond Trustee. Commission Chair, Donna Schneider, will sign the form <br />as approved by the State's Attorney. <br />
