Commission Minutes-September 8, 1998 1862 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br /> SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> MEETING IN BUDGET SESSION <br /> SEPTEMBER 8, 1998 <br />MEETING TO ORDER <br />Commission Vice Chair, Robbie Quick, called the meeting to order at 2:45 PM with four members <br />present as follows: Paul Koenig, John Meyer, Alon Wieland and Robbie Quick. Commissioner <br />Donna Schneider arrived by 3:00 PM. A number of county department heads and a few <br />employees were also present. <br /> <br />BUDGET REVIEW, Preliminary budget set at 70 mills for 1999 <br />Debra Ness, Auditor's Office, explained the hand-out prepared by the County Auditor addressed <br />to commissioners and county department heads dated September 5, 1998. Michael Montplaisir, <br />County Auditor, was in Bismarck for a meeting earlier today and arrived later for this special <br />Commission meeting. <br /> <br />The information from the Auditor contained budget changes submitted by the various <br />departments since the last budget meeting, as well as a 1999 levy summary and a summary of <br />new position possibilities. The summary includes the original budgets of all departments and the <br />budgets as they exist with the proposed reductions. Options for cost of living adjustments are <br />shown at 1.5%, 2.0% and 2.5%. Employee contributions of health insurance rates are proposed <br />as follows: $10 per month for a single policy, $33 per month for a single with dependents, and <br />$77 per month for a family policy. <br /> <br />Mr. Wieland suggested approving the preliminary budget at a maximum of 70 mills, using 2.5% <br />as the cost of living figure at this point and setting aside approximately $200,000 to consider <br />some of the new employee requests. This amount will not cover the expense of all requests. <br /> <br />After further discussion, Commissioners were in agreement to approve the levy for the <br />preliminary budget at 70 mills and set aside $200,000 for possible new employee positions, <br />which will be discussed further and prioritized at a later date. MOTION, passed <br /> Mr. Koenig moved and Mr. Meyer seconded to approve the 1999 <br /> preliminary county budget at 70 mills.
