Commission Minutes--August 19, 1998 1856

MOTION, failed
Mr. Meyer moved to approve the Historical Society budget in the
amount of $48,000. The motion failed for lack of a second.
Commissioners Wieland and Quick explained their lack of a second by stating that they
appreciate the work being done by the Historical Society, however, it is too soon in the budget
process to approve an increase in their budget from $30,000 to $48,000.

Dale Torgerson presented the Rural Cass County Ambulance and Rescue Association budget.
He discussed progress the groups have made over the past few years and the fact that the
training dollars have helped them recruit and maintain volunteers. Russ Fenlason of RANDCO
EMS discussed the ALS intercept and what the rural association is doing about ALS. Mr.
Torgerson indicated the association could operate on the same amount of tax dollars they
received in 1998.
MOTION, passed
Mrs. Quick moved and Mr. Koenig seconded to fund the Rural Cass
County Ambulance and Rescue Association in 1999 atthe same rate as
1998, or $151,400. Motion carried unanimously.

Bonnie Johnson, County Coordinator, went over the County Commission budget. She noted that
the new items in the budget include $193,000 for a group dental plan requested by some
employees and an additional $5,000 in contingency for year 2000 potential problems.
MOTION, passed
Mr. Wieland moved and Mr. Koenig seconded to remove the $193,000
for group dental insurance and to reduce the contingency line item
from $15,000 back to the current budget figure of $10,000. Motion
carried unanimously.

Ms. Johnson continued to review County Coordinator and Building and Grounds budget items and
detailed the projects that were included in the budget. No action was taken on these budgets.

Bill Pietsch, Joe Esch, Tony Grindberg, Bruce Furness, and John Kramer presented different
aspects of the budget for Fargo Cass County Economic Development Corporation (FCCEDC),
the Growth Initiative Fund, Inc. and the Customs Service. They presented information to support
a $600,000 request for the Growth Initiative Fund, 1.3 mills for economic development
administration and a total of $35,558 for Customs Service. The original request for the Customs
Service was $29,058 but $6,500 additional dollars are being requested to support a second
position at the Customs Service. No action was taken at this time.

Lee Morgan presented a request from The Humane Society, Inc. for $1,000 in funding for 1999.
No action was taken at this time.

Irv Rustad presented the budget for Lake Agassiz Regional Council. The Council is requesting
a budget of $20,000. No action was taken at this time.

RECESS
The Commission recessed the meeting about 3:30 PM and will reconvene at 8:00 AM Thursday,
August 20, 1998.
