Commission Minutes-April 20, 1998 1797 to the City of Mapleton Planning and Zoning Commission from their extra-territorial area for a 5-year term to expire July 1, 2003. On roll call vote, motion carried unanimously. 8. PLAT APPROVAL, Final Plat of Altenburg Acres 2nd Subdivision MOTION, passed Mr. Wieland moved and Mrs. Quick seconded that the Cass County Board of Commissioners grant Final Plat approval to Altenburg Acres 2nd Subdivision, SW% of Section 6 of Township 138N, Range 49W in Cass County, North Dakota. On roll call vote, motion carried unanimously. 9. RESOLUTION #1998-10, Condolence to family of the late Adrian Clancy MOTION, passed Mr. Wieland moved and Mrs. Quick seconded to adopt Resolution #1998-10 as follows: On roll call vote, motion carried unanimously. BE IT RESOLVED, that the Board of Commissioners, on behalf of the citizens of Cass County, North Dakota, hereby express sincere sympathy to the family of Barnes County Commissioner, Adrian Clancy, who passed away April 11 , 1998. Dated at Fargo, North Dakota, this 20th day of April, 1998. 10. CONTRACT APPROVAL, Short Elliot Hendrickson. Inc. MOTION, passed Mr. Wieland moved and Mrs. Quick seconded to approve the following contract submitted by respective department head and portfolio commissioner, subject to State's Attorney approval; and authorize the chairman to sign: Short Elliot Hendrickson, Inc. to complete the Red River Corridor Study at a cost of $33,679, which will be funded with 80% Federal Planning Funds, 10% from Clay County and 10% from Cass County. On roll call vote, motion carried unanimously. 11. TAX EXEMPTION APPLICATION, Denied for Breezy Manor Eauestrian Centre. Inc. The Commission deferred action from the last meeting on the tax exemption application submitted by Buel Sonderland for a horse stable and indoor riding arena in Stanley Township. Mr. Sonderland was present and said he is aware the Commission received letters protesting his 5- year tax exemption. He said he would consider a compromise of a two-year tax exemption since the County has a provision for two-year exemptions on new home construction. Although only one or two new jobs would be created, Mr. Sonderland believes this new business will generate revenue for the people who service these animals, such as trainers, instructors and veterinarians. Letters of opposition to the proposed tax exemption application of Breezy Manor Equestrian Centre, Inc. were received from South Gate Stables of Fargo, David Wyum of West Fargo, and Marvin Leidal, West Fargo Superintendent of Schools.
