<br />Commission Minutes-April 20, 1998 1797 <br /> <br />to the City of Mapleton Planning and Zoning Commission from their <br />extra-territorial area for a 5-year term to expire July 1, 2003. On roll call <br />vote, motion carried unanimously. <br /> <br />8. PLAT APPROVAL, Final Plat of Altenburg Acres 2nd Subdivision <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Quick seconded that the Cass County <br />Board of Commissioners grant Final Plat approval to Altenburg Acres <br />2nd Subdivision, SW% of Section 6 of Township 138N, Range 49W in <br />Cass County, North Dakota. On roll call vote, motion carried <br />unanimously. <br /> <br />9. RESOLUTION #1998-10, Condolence to family of the late Adrian Clancy <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Quick seconded to adopt Resolution <br />#1998-10 as follows: On roll call vote, motion carried unanimously. <br /> <br />BE IT RESOLVED, that the Board of Commissioners, on behalf of the citizens <br />of Cass County, North Dakota, hereby express sincere sympathy to the family <br />of Barnes County Commissioner, Adrian Clancy, who passed away April 11 , <br />1998. <br /> <br />Dated at Fargo, North Dakota, this 20th day of April, 1998. <br /> <br />10. CONTRACT APPROVAL, Short Elliot Hendrickson. Inc. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Quick seconded to approve the following <br />contract submitted by respective department head and portfolio <br />commissioner, subject to State's Attorney approval; and authorize the <br />chairman to sign: Short Elliot Hendrickson, Inc. to complete the Red <br />River Corridor Study at a cost of $33,679, which will be funded with 80% <br />Federal Planning Funds, 10% from Clay County and 10% from Cass <br />County. On roll call vote, motion carried unanimously. <br /> <br />11. TAX EXEMPTION APPLICATION, Denied for Breezy Manor Eauestrian Centre. Inc. <br />The Commission deferred action from the last meeting on the tax exemption application submitted <br />by Buel Sonderland for a horse stable and indoor riding arena in Stanley Township. Mr. <br />Sonderland was present and said he is aware the Commission received letters protesting his 5- <br />year tax exemption. He said he would consider a compromise of a two-year tax exemption since <br />the County has a provision for two-year exemptions on new home construction. Although only one <br />or two new jobs would be created, Mr. Sonderland believes this new business will generate <br />revenue for the people who service these animals, such as trainers, instructors and veterinarians. <br /> <br />Letters of opposition to the proposed tax exemption application of Breezy Manor Equestrian <br />Centre, Inc. were received from South Gate Stables of Fargo, David Wyum of West Fargo, and <br />Marvin Leidal, West Fargo Superintendent of Schools. <br />
