<br />Commission Minutes--January 20, 1998 1769 <br /> <br />MOTION, passed <br />Mr. Koenig moved and Mrs. Quick seconded to authorize Lake Agassiz <br />Reg ional Development Corporation to proceed with the completion of <br />the sale of four homes in Heritage Hills Subdivision which were omitted <br />from last meeting approval of the Cass County Phase I Hazard Mitigation <br />Acquisition Program; and to complete the contracts in a timely manner. <br />At the call for the question and upon roll call vote, the motion carried <br />with the four members present voting "Aye". <br /> <br />Mr. Wieland arrived at this time. <br /> <br />11. JAIL INMATE TELEPHONE SYSTEM, Contract with Reliance Telephone <br />Dave Hangsleben, Reliance Telephone, and Mike Steiner, Information Services Director, were <br />present to discuss a proposed amendment to the Pay Telephone Location Agreement for the Cass <br />County Jail inmate telephone system. Mr. Hangsleben's proposal is to extend the current term of <br />the contract to the year 2002 with the minimum gross revenue guarantee being reduced from $5 <br />to $4 per inmate per day. Regarding the prisoner count calculation, Mr. Steiner recommends using <br />an average of all meals served each month. <br />MOTION, passed <br />Mrs. Quick moved and Mr. Meyer seconded to approve the request of <br />Reliance Telephone to modify the daily minimum guarantee and the <br />average prisoner count calculations in the existing Pay Telephone <br />Location Agreement, contingent on extending the contract out to the <br />year 2002. On roll call vote, motion carried unanimously. The State's <br />Attorney will draft the contract amendment and work with Mr. Steiner on <br />the meal count calculation. <br /> <br />12. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded to approve Voucher No. <br />110,610 through No. 111,263. On roll call vote, motion carried <br />unanimously. <br /> <br />13. INSURANCE REFUND; CASS/CLA Y COUNTY COMMISSIONERS JOINT MEETING; ANNEX <br />ROOF LEAKS; MEETING UPDATES, Committee reports <br />Mrs. Johnson reported Cass County received reimbursement for overpayment of claims in the <br />amount of $40,737 from North Dakota Blue Cross Blue Shield as the result of a class action suit. <br /> <br />Clay County is hosting a joint Cass and Clay County Commissioners meeting to be held at Noon <br />on March 9, 1998, at the TreeTop Restaurant in Moorhead, MN. Agenda items should be <br />submitted to Bonnie Johnson for forwarding to the Clay County Coordinator. <br /> <br />Mrs. Johnson reported at the rotational department meeting held earlier today that she has been <br />in contact with the architect and building contractor for the Cass County Annex concerning roof <br />leaks. She asked for direction from the board on whether or not to slow down the Veterans Service <br />Office remodeling project until receiving definitive answers on the roof repairs. The original <br />estimated completion date was February 20, 1998, and Commissioners were in agreement to slow <br />down the project because of the leaking roof.
