<br />Commission Minutes--January 20, 1998 1767 <br /> <br />8. CONTRACT APPROVAL, North Dakota Department of Transportation: Quanbeck Planning: <br />Houston Engineering: Fargo-Cass County Economic Development Corporation: LaMoure <br />County <br />MOTION, passed <br />Mr. Koenig moved and Mrs. Quick seconded to approve the following <br />contracts submitted by respective department head and portfolio <br />commissioner, subject to State's Attorney approval; and authorize the <br />chairman to sign. On roll call vote, motion carried unanimously. <br /> <br />North Dakota Department of Transportation--County Highway 11 asphalt surfacing project; <br /> <br />Quanbeck Planning--County Planning agreement; <br /> <br />Houston Engineering--soil test and provide recommendations to repair river bank slide near <br />Horace affecting County Road 14; <br /> <br />Fargo-Cass County Economic Development Corporation--addendum to Memorandum of <br />Understanding for 1998 funding; <br /> <br />LaMoure County--board of prisoners and juvenile detention. <br /> <br />9. RESOLUTION #1998-3, MIDA Bond for American Lutheran Homes Inc. <br />A public hearing was advertised for this date and time on the request for MIDA Bond financing <br />submitted by American Lutheran Homes, Inc. (Bethany Homes). Attorney James Stewart was <br />present, as well as Ray Weisgarber, representing Bethany Homes. Mr. Meyer asked if the Bond <br />obligates Cass County financially, and Mr. Stewart responded this Bond does not constitute a debt <br />of the County. <br /> <br />Mrs. Schneider opened the public hearing and invited comments. No one addressed the board at <br />this time, and the public hearing was closed. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Koenig seconded to adopt RESOLUTION <br />#1998-3 AUTHORIZING THE ISSUANCE OF NURSING FACILITY <br />REFUNDING REVENUE BONDS (AMERICAN LUTHERAN HOMES, INC. <br />PROJECT) SERIES 1998, AND APPROVING AND AUTHORIZING THE <br />EXECUTION AND DELIVERY OF THE LOAN AGREEMENT AND OTHER <br />DOCUMENTS. On roll call vote, motion carried unanimously. (Said <br />resolution is on file in the County Auditor's Office) <br /> <br />10. FLOOD UPDATE, Lake Agassiz Regional Council <br />Irv Rustad, Lake Agassiz Regional Development Corporation, gave an update on flood mitigation <br />activities. He is awaiting authorization to access Department of Housing and Urban Development <br />(HUD) funds allocated to Cass County. Bonnie Johnson, County Coordinator, has been in contact <br />with HUD officials and learned the instructions for draw down of funds were mailed last Friday. <br /> <br />As members of the County flood committee, Mr. Rustad, Frank Klein and Commissioner John <br />Meyer toured the Heritage Hills area earlier today to reevaluate road concerns discussed at the <br />last Commission meeting. <br />
