Commission Minutes--October 27, 1997 1733 <br /> <br />DEPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOR STAFF TO READ <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />FUTURE FLOOD MITIGATION <br /> OCTOBER 27, 1997 <br /> <br />MEETING TO ORDER <br />Chairman Alon Wieland called the meeting to order at 3:30 PM with four members present as <br />follows: Donna Schneider, Paul Koenig, Roberta Quick and ,Non Wieland. John Meyer was absent. <br /> <br />m <br /> <br />CHILD SUPPORT ENFORCEMENT STAFFING, Emergency personnel item <br />Commissioners received a letter from Kathleen Ziegelmann, Regional Child Support Enforcement <br />Unit, dated October 24, 1997, requesting permission to increase a half-time secretary position to full- <br />time because of a serious illness of an employee in her office. She said the increased position was <br />approved by the Commission at budget time to begin January 1, 1998; and she is now asking that <br />the change be effective November 3, 1997. Ms. Ziegelmann said she will advertise for applicants <br />within the Child Support Office. She has reviewed the necessary documentation with Bonnie <br />Johnson, Personnel Supervisor. As portfolio commissioner, Mr. Koenig said he has discussed the <br />situation with Ms. Ziegelmann and concurs with the request. MOTION, passed <br /> Mr. Koenig moved and Mrs. Schneider seconded to approve the request <br /> of the Regional Child Support Enforcement Director, Kathleen <br /> Ziegelmann, to increase the half-time secretary position to full-time and <br /> fill the receptionist and file clerk positions effective November 3, 1997. <br /> On roll call vote, motion carried unanimously. <br /> <br />FLOOD MITIGATION, Future Planning <br />Mr. Wieland said the purpose of today's meeting is to discuss development of a master plan for <br />future flood mitigation. Representatives of the cities of Fargo and West Fargo, the Cass County <br />Joint Water Resource Board, Lake Agassiz Regional Development Corporation, a Cass County <br />township representative, North Dakota Division of Emergency Management and the U.S. Army <br />Corps of Engineers were invited, as well as several Cass County officials, the United States <br />congressional delegation, Governor Edward Schafer, and Dina Butcher from the Office of Inter- <br />governmental Assistance. (see attached list of those in attendance) <br /> <br />After six months of attempting to restore the county's infrastructure and concentrating on the home <br />buy-out program, necessitated by the disastrous flood of 1997, Mr. Wieland said it is time to begin <br />a more pro-active approach to flood plain management and to develop long-term strategies for all <br />of Cass County. <br /> <br />Keith Berndt, County Engineer, reported on Cass County Government's efforts so far, as follows: <br /> <br /> 1) buy out of 33 homes is proceeding smoothly; <br />2) repair of flood-damaged roads and bridges (clean-up and repair costs approaching $4 <br /> million); and <br />3) numerous human service activities. <br /> <br /> <br />
