ABATEMENT APPLICATION, Approved for Alvin and Dorothea Deringer MOTION, passed Mr. Koenig moved and Mrs. Quick seconded that Abatement #4069 for Alvin and Dorothea Deringer be approved, as recommended by the Director of Equalization. On roll call vote, motion carried unanimously. SOLID WASTE HAULING, Repeal of rule requiring county permit MOTION, passed Mr. Koenig moved and Mrs. Quick seconded to repeal "Rule and Regulation No. 8 of the Cass County Health Department" requiring a permit for solid waste haulers in Cass County, effective immediately. On roll call vote, motion carried unanimously. CONTRACT APPROVAL, OJJDP (Office of Juvenile Justice and Delinquency Prevention); County_ Hie_hway Shop re-roofin._: Bids were opened earlier today for the County Highway Department re-roofing project with results and recommendations from Keith Berndt, County Engineer. Contingent upon State's Attorney concurrence, Mr. Berndt recommended rejecting the Iow bid of Thompson Roofing because it does not comply with the performance period specified in the contract solicitation, which anticipates the roof replacement to be completed no later than October 31, 1997. A memorandum dated today was received from Assistant State's Attorney, Al Dohrmann, on the issue of whether the county can reject the Iow bidder when the bid does not comply with the required completion date. It was Mr. Dohrmann's opinion that the bid may be re-sealed and returned to the bidder as non-responsive since the Thompson Roofing proposal called for 270 days to complete. MOTION, passed Mr. Koenig moved and Mrs. Quick seconded to approve the following contracts submitted by respective department head and portfolio commissioner, subject to State's Attorney approval; and authorize the chairman to sign: Social Services contTact with OJJDP (Office of Juvenile Justice and Delinquency Prevention); and Dalsin Roofing in the amount of $112,950 for County Highway Shop re-roofing project, rejecting the bid from Thompson Roofing because the bid does not comply with the performance period specified in the contract solicitation. On roll call vote, motion carried unanimously. AUDIT REPORT, State Auditor's Office Jim Brownlee, Audit Manager with the State Auditor's Office, said Cass County Government has complied with all of the provisions of State and Federal grants and all provisions of State law in accounting procedures for the year ended December 31, 1996. The following two items were brought to the Board's attention: 1) the Clerk of Court Trust fund balance did not agree with the general ledger; and 2) the checking account maintained by the State's Attorney's Office has not been reconciled since December, 1996. Each of these two departments have been made aware of the need to balance these funds on a timely basis.
