On roll call vote, motion carried unanimously. <br /> <br />ABATEMENT APPLICATION, Approved for Alvin and Dorothea Deringer <br /> MOTION, passed <br /> Mr. Koenig moved and Mrs. Quick seconded that Abatement #4069 for <br /> Alvin and Dorothea Deringer be approved, as recommended by the <br /> Director of Equalization. On roll call vote, motion carried unanimously. <br /> <br />SOLID WASTE HAULING, Repeal of rule requiring county permit MOTION, passed <br /> Mr. Koenig moved and Mrs. Quick seconded to repeal "Rule and <br /> Regulation No. 8 of the Cass County Health Department" requiring a <br /> permit for solid waste haulers in Cass County, effective immediately. On <br /> roll call vote, motion carried unanimously. <br /> <br />CONTRACT APPROVAL, OJJDP (Office of Juvenile Justice and Delinquency Prevention); <br />County_ Hie_hway Shop re-roofin._: <br />Bids were opened earlier today for the County Highway Department re-roofing project with results <br />and recommendations from Keith Berndt, County Engineer. Contingent upon State's Attorney <br />concurrence, Mr. Berndt recommended rejecting the Iow bid of Thompson Roofing because it does <br />not comply with the performance period specified in the contract solicitation, which anticipates the <br />roof replacement to be completed no later than October 31, 1997. <br /> <br />A memorandum dated today was received from Assistant State's Attorney, Al Dohrmann, on the <br />issue of whether the county can reject the Iow bidder when the bid does not comply with the required <br />completion date. It was Mr. Dohrmann's opinion that the bid may be re-sealed and returned to the <br />bidder as non-responsive since the Thompson Roofing proposal called for 270 days to complete. <br /> MOTION, passed <br /> Mr. Koenig moved and Mrs. Quick seconded to approve the following <br /> contracts submitted by respective department head and portfolio <br /> commissioner, subject to State's Attorney approval; and authorize the <br /> chairman to sign: Social Services contTact with OJJDP (Office of Juvenile <br /> Justice and Delinquency Prevention); and Dalsin Roofing in the amount <br /> of $112,950 for County Highway Shop re-roofing project, rejecting the bid <br /> from Thompson Roofing because the bid does not comply with the <br /> performance period specified in the contract solicitation. On roll call vote, <br /> motion carried unanimously. <br /> <br />AUDIT REPORT, State Auditor's Office <br />Jim Brownlee, Audit Manager with the State Auditor's Office, said Cass County Government has <br />complied with all of the provisions of State and Federal grants and all provisions of State law in <br />accounting procedures for the year ended December 31, 1996. The following two items were <br />brought to the Board's attention: 1) the Clerk of Court Trust fund balance did not agree with the <br />general ledger; and 2) the checking account maintained by the State's Attorney's Office has not <br />been reconciled since December, 1996. Each of these two departments have been made aware of <br />the need to balance these funds on a timely basis. <br /> <br /> <br />
