16. <br /> <br />17. <br /> <br />Commission Minutes--September 3, 1996 1511 <br /> <br />MOTION, passed <br />Mr. Ness moved and Mr. Wieland seconded to approve Vouchers No. <br />92,190 through No. 93,071 with the exception of No. 93,133 and No. <br />92,770, both for county park projects. Mr. Ness suggested holding a <br />Park Board meeting in the near future for clarification on those <br />projects. Mr. Wieland said these two checks can be released after Mr. <br />Ness has his questions answered. On roll call vote, motion carried <br />unanimously. <br /> <br />VOTING PROJECT; JAPAN GOVERNMENT INTERN; ANNEX PARKING LOT; FINANCE <br />COMMITTEE; EXTENSION SERVICE DEVELOPMENTAL LEAVE, Committee reports <br />Mr. Montplaisir reported on a meeting tomorrow at the Courthouse concerning "Kids Voting." <br /> <br />Cass County Government has been selected to participate in a government internship program <br />with Japan through the Academy for State and Local Government, according to County <br />Coordinator, Bonnie Johnson. Mr. Kazunori Washizaki will be observing our local government <br />from November 2 through November 16, 1996. <br /> <br />Mrs. Johnson reported that County Engineer, Keith Berndt, has survey information concerning <br />the Cass County Government Annex parking lot drainage problem. <br /> <br />Mrs. Toussaint reminded commissioners of the Finance Committee meeting tomorrow at 8:30 AM <br />in the Commission Room at the Courthouse to review 1997 budget requests submitted by Fargo <br />Cass County Economic Development Corporation and Extension Service. <br /> <br />Also, Mrs. Toussaint reported that she met with Sharon Anderson, NDSU Extension Services, <br />along with Mike Montplaisir and Bonnie Johnson. A consensus was reached that Cass County <br />government will not assist in paying Brad Cogdill's salary while he is on developmental leave but <br />will pay salaries of those who are performing Mr. Cogdill's duties in his absence. Ms. Anderson <br />will work on drafting policy for future situations such as this. <br /> <br />CORRESPONDENCE, Received and filed MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to receive and file <br /> correspondence outlined by the secretary as follows: Motion carried. <br /> <br />Fargo-Cass County Economic Development Corporation report covering the first two <br />quarters of 1996, ending June 30, 1996; <br /> <br />notice of action by Governor Edward Schafer rejecting the proposal by the U.S. Fish and <br />Wildlife Service concerning waterfowl production area acquisition in Tower Township, as <br />recommended by the Cass County Board of Commissioners; <br /> <br />letter from State's Attorney enclosing copy of letter to Lyndon Worden, Sheriff's <br />Department employee, from North Dakota Army National Guard regarding Cass County's <br />military leave policy; <br /> <br /> <br />
