Stroh; Morris Gravel <br /> MOTION, passed <br /> Mrs. Schneider moved and Mr. Wieland seconded to approve the <br /> following contracts submitted by respective department head and <br /> portfolio commissioner, subject to State's Attorney approval; and <br /> authorize the chairman to sign: Hidden Acres Subdivision--mosquito <br /> control agreement; Traffic Safety Services, Inc.--pavement marking <br /> installation, various county highways; T.L. Stroh--design replacement <br /> heating/air conditioning system, upgrade building to ADA standards, <br /> and upgrade interior building finishes (highway department); and <br /> Morris Gravel, Inc. On roll call vote, motion carried unanimously. <br /> <br />1997 PRELIMINARY BUDGET APPROVED, Hearing date set for September 16th; final <br />budget meeting set for September 30, 1996 <br />Over the past two to three weeks, the County Finance Committee has been meeting with various <br />county departments and other agencies concerning 1997 budget requests. Mrs. Toussaint <br />suggested that any budget reductions which commissioners might wish to recommend be <br />submitted in writing and copies will be distributed to all commissioners. <br /> <br />County Auditor, Michael Montplaisir, provided a letter dated September 3, 1996, as well as a <br />summary of the recommendations from the County Finance Committee. All of these <br />recommendations were discussed with the respective department heads. The preliminary 1997 <br />county budget is currently 1.62 mills lower than last year, however the county will be collecting <br />over $400,000 in additional taxes due to increased property valuations. <br /> <br />Mrs. Toussaint said the final budget must be approved on or before October 1st, and a meeting <br />will be held at 3:30 PM Monday, September 30, 1996, to approve the final 1997 county budget. <br />Also, she announced that the Commission will be meeting in regular session on that date instead <br />of meeting on October 7, 1996 because of the North Dakota County Commissioners Association <br />and the North Dakota Association of Counties annual convention being held in Bismarck during <br />that week. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded to approve the 1997 <br /> preliminary budget, and to set the hearing date for September 16, 1996, <br /> at 3:30 PM in the County Commission Room. The Auditor is directed <br /> to publish a notice of the public hearing and a summary of the budget <br /> in the official county newspaper on or before the hearing date. On roll <br /> call vote, motion carried unanimously. <br /> <br />SHEYENNE RIVER SEARCH, Jeanna North disappearance <br />Sheriff Don Rudnick stated he was approached by Dick Knutson, Briarwood, concerning a final <br />search of the Sheyenne River for the body of eleven-year-old Jeanna North, who disappeared <br />from her north Fargo home in June, 1993. <br /> <br />Mr. Knutson has a plan to use county equipment and manpower to build a dam to stop the flow <br />of the Maple River and the Sheyenne River will be diverted in order to search the river bottom <br />near the Cass County Road 20 bridge. <br /> <br /> <br />
