14. <br /> <br />Commission Minutes--August 5, 1996 1502 <br /> <br />RESOLUTION #1996-19 and #1996-20, STREET IMPROVEMENT DISTRICT NO. 96-1 <br />Attorney Daniel Twitchell was present, along with a representative from Ulteig Engineers <br />and a representative of residents from the subdivisions included in this street improvement <br />project. County Engineer, Keith Berndt, was also present and stated he is in concurrence <br />with the plans and specifications providing a cul-de-sac is constructed for safety purposes <br />to allow for turning around without backing up. He said the residents and the project <br />engineer are in agreement with the turn-around provision. MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded to adopt RESOLUTION <br /> #1996-19 APPROVING PLANS AND SPECIFICATIONS FOR <br /> IMPROVEMENTS IN STREET IMPROVEMENT DISTRICT NO. 96-1 <br /> OF THE COUNTY OF CASS subject to revisions that would <br /> provide for a cul-de-sac to be constructed that would allow <br /> maintenance equipment and a school bus to turn around without <br /> backing, as recommended by County Engineer Keith Berndt; and <br /> to adopt RESOLUTION #1996-20 DIRECTING AUDITOR TO <br /> ADVERTISE FOR BIDS. On roll call vote, motion carried <br /> unanimously. <br /> <br />16. <br /> <br />VOUCHERS, A_r)_~roved MOTION, passed <br /> Mrs. Schneider moved and Mr. Ness seconded to approve <br /> Vouchers No. 91,202 through No. 92,189 with the exceptions of <br /> No. 92,064 and No. 91,$06, subject to review of Mrs. Schneider. <br /> On roll call vote, motion carried unanimously. <br /> <br />16. <br /> <br />DEVIL'S LAKE FLOODING UPDATE; NDACo SAFETY PROGRAM; GRANT FOR <br />SECURITY IN PUBLIC BUILDINGS; PORTFOLIO DEPARTMENTS, Committee reports <br />Mr. Wieland informed commissioners and the media that an informational meeting of the <br />Red River Basin Water Management Committee, which will include a Devil's Lake flood <br />update, will be held at 4:00 PM Wednesday, August 7, 1996, at the Fargo City Hall. <br /> <br />Bonnie Johnson, County Coordinator, reported that Jay Crawford began training sessions <br />on the North Dakota Association of Counties safety program with county departments today <br />during their noon luncheon meeting. The purpose of the training is to improve risk <br />management and safety programs for the county. <br /> <br />Mrs. Johnson recently completed a grant application for an additional security door at the <br />Cass County Courthouse for use by the district court judges to avoid using public hallways. <br /> <br />Mrs. Schneider said she has been meeting with her portfolio departments regarding work <br />plans and 1997 budget requests. <br /> <br /> <br />
