Mr. Wieland said he is honored by this nomination and hopes Cass County will continue to submit names for this award in future years. MOTION, passed Mr. Ness moved and Mrs. Schneider seconded to adopt Resolution #1996-18 as follows, nominating Alon Wieland for County Commissioner of the Year in 1996. Motion carried unanimously. WHEREAS, Alon Wieland was elected to the Board of County Commissioners for a term beginning January 1, 1983, and has, for the past thirteen years, dedicated his public service life to the pursuit of effective and efficient government; and WHEREAS, Alon Wieland has demonstrated quality leadership by serving as Board Chairman in 1986, 1987 and 1992; and in addition, chairing the Cass County Social Service Board, thereby implementing its delivery of innovative programs; and WHEREAS, Alon VVieland has been active in the North Dakota Association of Counties serving on its Board of Directors and on numerous State committees; and WHEREAS, Alon Wieland is a past president of the North Dakota County Commissioners Association. THEREFORE, BE IT RESOLVED that we, the Board of Commissioners of Cass County, North Dakota, hereby nominate Alon Wieland for County Commissioner of the Year in 1996. JAIL MISSION STATEMENT/APPOINTMENT OF JAIL ADVISORY COMMITTEE MOTION, passed Mr. Wieland moved and Mr. Eckert seconded to adopt the following mission statement, with the revision in item #3 allowing for review of the current detox location. Motion carried unanimously. WHEREAS, the Cass County Commission seeks to determine the needs and desires of the community for handling those individuals normally housed within the confines of a jail facility; and WHEREAS, the advisory committee's role is to explore the incarceration needs of Cass County to assist in determining the type and extent of housing required. THEREFORE, upon examining the various classifications required for housing inmates, the social concerns of the community, as well as the financial aspects of a jail facility, the committee is asked to make their written recommendations to the County Commission within 180 days from the date of the committee appointments, concerning the following areas: 1) Basic needs, requirements and expectations of the community as it relates to a jail facility. 2) Federal, state and municipal needs and expectations of a county jail, including the financial impact of such use.
