13. <br /> <br />Commission Minutes--August 5, 1996 1500 <br /> <br />at the Radisson Inn, Bismarck. Mr. Wieland said he is honored by this nomination and hopes <br />Cass County will continue to submit names for this award in future years. MOTION, passed <br /> Mr. Ness moved and Mrs. Schneider seconded to adopt Resolution <br /> #1996-18 as follows, nominating Alon Wieland for County <br /> Commissioner of the Year in 1996. Motion carried unanimously. <br /> <br />WHEREAS, <br /> <br />Alon Wieland was elected to the Board of County Commissioners for a term <br />beginning January 1, 1983, and has, for the past thirteen years, dedicated his <br />public service life to the pursuit of effective and efficient government; and <br /> <br />WHEREAS, <br /> <br />Alon Wieland has demonstrated quality leadership by serving as Board Chairman <br />in 1986, 1987 and 1992; and in addition, chairing the Cass County Social Service <br />Board, thereby implementing its delivery of innovative programs; and <br /> <br />WHEREAS, Alon VVieland has been active in the North Dakota Association of Counties serving <br /> on its Board of Directors and on numerous State committees; and <br /> <br />WHEREAS, Alon Wieland is a past president of the North Dakota County Commissioners <br /> Association. <br /> <br />THEREFORE, BE IT RESOLVED that we, the Board of Commissioners of Cass County, North <br />Dakota, hereby nominate Alon Wieland for County Commissioner of the Year in 1996. <br /> <br />JAIL MISSION STATEMENT/APPOINTMENT OF JAIL ADVISORY COMMITTEE <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to adopt the following <br /> mission statement, with the revision in item #3 allowing for review of <br /> the current detox location. Motion carried unanimously. <br /> <br />WHEREAS, <br /> <br />the Cass County Commission seeks to determine the needs and desires of the <br />community for handling those individuals normally housed within the confines of a <br />jail facility; and <br /> <br />WHEREAS, the advisory committee's role is to explore the incarceration needs of Cass County <br /> to assist in determining the type and extent of housing required. <br /> <br />THEREFORE, upon examining the various classifications required for housing inmates, the social <br />concerns of the community, as well as the financial aspects of a jail facility, the committee is asked <br />to make their written recommendations to the County Commission within 180 days from the date <br />of the committee appointments, concerning the following areas: <br /> <br />1) Basic needs, requirements and expectations of the community as it relates to a jail facility. <br /> <br />2) <br /> <br />Federal, state and municipal needs and expectations of a county jail, including the financial <br />impact of such use. <br /> <br /> <br />
