Minutes--May 1, 1995 1332 <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />U.S. FISH AND WILDLIFE SERVICE, Refuge revenue sharing payment <br />Lee Albright, Valley City Wetland Management District of the Fish and <br />Wildlife Service, came to Cass County to present the Refuge Revenue <br />Sharing payment of $8,224, which is 77% of entitlement for 1994. He <br />said the percentage of entitlement is set by Congress each year, and <br />he will send a follow-up letter to Cass County with names of officials <br />to contact regarding the percentage being less than 100%. <br /> <br />ROAD SURVEY REPORT, Reed/Raymond Township <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to authorize <br /> the County Engineer to provide surveying support to <br /> Reed/Raymond Township for raising a flood prone road, <br /> according to memorandum dated April 21, 1995. On roll call <br /> vote, motion carried unanimously. <br /> <br />RESOLUTION #1995-6, Borderud's Subdivision street improvement district <br />This item was moved from the consent agenda to the regular agenda <br />after receipt of a memorandum dated today from the County Engineer <br />recommending approval of the Borderud's Subdivision Street Improvement <br />District with two conditions. The first condition is that streets be <br />no less than 18 feet wide and 20 feet wherever practical. The second <br />condition is that the subdivision association approve the final design <br />in writing. <br /> <br />Jeffry Volk, Project Engineer, was present and said these issues have <br />been addressed with the homeowners' association. He said the design <br />was prepared according to the request of a majority of residents who <br />held several meetings to discuss the design; however, some of the <br />homeowners' do not agree with the majority opinion of the residents. <br /> <br />On a third issue, Mr. Ness questioned whether the 30' radius of one <br />of the culdesacs meets the County Planning Commission guidelines, and <br />the board discussed safety factors if a school bus or road grader <br />cannot turn around without having to back up. Mr. Yolk indicated a <br />school bus could turn around in the larger of the two culdesacs, and <br />Mr. Wieland believes there is enough room to turn around in the <br />smaller one, however, they would have to go beyond the proposed <br />blacktopped area. <br /> <br />Several residents of Borderud's Subdivision were present and one of <br />them spoke to the Commission about the county communicating to them <br />what the regulations are. Mr. Wieland suggested that the County <br />Planning Commission discuss the regulations at their next meeting, and <br />Mr. Berndt said he would probably recommend adopting two sets of <br />standards, one for new subdivisions and one for existing ones. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Schneider seconded to follow the <br /> recommendation of the County Engineer and adopt Resolution <br /> $1995-6 approving plans and specifications for Borderud's <br /> Subdivision street improvement district $95-1 with the <br /> following conditions: 1) streets be no less than 18 feet <br /> wide and 20 feet wherever practical, and 2) the subdivision <br /> association approve the final design in writing. At the <br /> call for the question and upon roll call vote, motion <br /> carried with four members voting "Aye," Mr. Ness opposing. <br /> <br /> <br />
