Comm. Minutes--March 20, 1995 1311 12. 13. 14. 15. CONTRACT APPROVAL, MBS Midcontinent Business Systems, Inc. MOTION, passed Mrs. Toussaint moved and Mr. Wieland seconded to approve the following contract submitted by respective department head and portfolio commissioner, subject to State's Attorney approval; and authorize the chairman to sign. On roll call vote, motion carried unanimously. MBS Midcontinent Business System, Inc.--technical support agreement for IBM ImagePlus Workfolder Application Facility and Image Workstation program PALLET & CRATE SUPPLY, INC., Tax exemption Larry Nygard, President of Pallet and Crate Supply, Inc. was present, as well as Frank Klein, County Director of Equalization. In a memo to fellow commissioners dated March 13, 1995, Chairman Ness said he reviewed the City of Fargo's tax exemption criteria and discussed it with Mr. Nygard. Also, Mr. Ness reported that the Reed Township Board of Supervisors is on record opposing any type of tax exemption. MOTION, passed Mrs. Toussaint moved and Mr. wieland seconded to approve a tax exemption for Pallet and Crate Supply, Inc., for a period of five years, according to the following schedule: 1st and 2nd years at 100%; 3rd year at 75%; 4th year at 50%; 5th year at 25% and to require Pallet and Crate Supply to certify, by December 31st of each year, the average salary of the additional employees. Discussion: Mr. Eckert is opposed to granting the tax exemption because he feels there are competitors in the pallet and crate manufacturing business, however, he realizes this request is for adding a wood shaving operation. A hearing was held by the County Commission on March 6, 1995, and no one appeared to speak in favor of or against said tax exemption. At the call for the question and on roll call vote, the motion carried with three members voting "Aye" and Mr. Eckert opposing. ROAD DEPARTMENT EQUIPMENT, Lease of motor graders County Engineer Keith Berndt provided a memorandum to commissioners dated March 13, 1995, and he was present to answer questions concerning rental agreements for motor graders. MOTION, passed Mrs. Toussaint moved and Mr. Eckert seconded to authorize County Engineer to accept (6) new motor graders under current lease agreements; and authorize County Engineer to enter into lease agreement with Butler Equipment for a seventh motor grader in the amount of ~1,150 per month. On roll call vote, motion carried unanimously. FARGO DOME AUTHORITY APPOINTMENT, Forward two names to City Commission The City of Fargo requested that the Cass County Commission forward two names for an appointment to the Fargo Dome Authority. An advertisement was placed in the Cass County Reporter, seeking names of applicants to be submitted to the County by March 15, 1995.
