Comm. Minutes--March 20, 1995 1311 <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />CONTRACT APPROVAL, MBS Midcontinent Business Systems, Inc. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to approve the <br /> following contract submitted by respective department head and <br /> portfolio commissioner, subject to State's Attorney approval; <br /> and authorize the chairman to sign. On roll call vote, motion <br /> carried unanimously. <br /> <br />MBS Midcontinent Business System, Inc.--technical support <br />agreement for IBM ImagePlus Workfolder Application Facility <br />and Image Workstation program <br /> <br />PALLET & CRATE SUPPLY, INC., Tax exemption <br />Larry Nygard, President of Pallet and Crate Supply, Inc. was present, <br />as well as Frank Klein, County Director of Equalization. In a memo <br />to fellow commissioners dated March 13, 1995, Chairman Ness said he <br />reviewed the City of Fargo's tax exemption criteria and discussed it <br />with Mr. Nygard. Also, Mr. Ness reported that the Reed Township Board <br />of Supervisors is on record opposing any type of tax exemption. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. wieland seconded to approve a <br /> tax exemption for Pallet and Crate Supply, Inc., for a <br /> period of five years, according to the following schedule: <br /> 1st and 2nd years at 100%; 3rd year at 75%; 4th year at <br /> 50%; 5th year at 25% and to require Pallet and Crate Supply <br /> to certify, by December 31st of each year, the average <br /> salary of the additional employees. Discussion: Mr. Eckert <br /> is opposed to granting the tax exemption because he feels <br /> there are competitors in the pallet and crate manufacturing <br /> business, however, he realizes this request is for adding <br /> a wood shaving operation. A hearing was held by the County <br /> Commission on March 6, 1995, and no one appeared to speak <br /> in favor of or against said tax exemption. At the call for <br /> the question and on roll call vote, the motion carried with <br /> three members voting "Aye" and Mr. Eckert opposing. <br /> <br />ROAD DEPARTMENT EQUIPMENT, Lease of motor graders <br />County Engineer Keith Berndt provided a memorandum to commissioners <br />dated March 13, 1995, and he was present to answer questions <br />concerning rental agreements for motor graders. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to authorize County <br /> Engineer to accept (6) new motor graders under current lease <br /> agreements; and authorize County Engineer to enter into lease <br /> agreement with Butler Equipment for a seventh motor grader in <br /> the amount of ~1,150 per month. On roll call vote, motion <br /> carried unanimously. <br /> <br />FARGO DOME AUTHORITY APPOINTMENT, Forward two names to City Commission <br />The City of Fargo requested that the Cass County Commission forward <br />two names for an appointment to the Fargo Dome Authority. An <br />advertisement was placed in the Cass County Reporter, seeking names <br />of applicants to be submitted to the County by March 15, 1995. <br /> <br /> <br />
