Minutes--December 5, 1994 1276 <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />Mrs. Toussaint said item #2 and #3 in FCCEDC's November 1st letter <br />also concern the contract, although Mr. Risher said the suggested <br />motion is item #1 on that letter. She said item #2 commits 1996 <br />funds, and she had a question about private sector funds which also <br />affect the contract. Mr. Wieland said FCCEDC cannot commit funds they <br />don't have, and he doesn't believe they are asking the county to <br />commit 1996 funds at this time. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Eckert seconded to amend the <br />current contract between Cass County Government and Fargo <br />Cass County Economic Development, pending approval of the <br />State's Attorney, to allow in extraordinary circumstances <br />(where the quality high-paying jobs with good benefits <br />would be made available) the Growth Initiative Board to <br />extend the loan to ten years, rather than five. At the <br />call for the question and on roll call vote, the motion <br />carried with Mr. Wieland, Mr. Risher and Mr. Eckert voting <br />"Aye," Mr. Ness and Mrs. Toussaint opposing. <br /> <br />INSURANCE FOR HEALTH COVERAGE, Benefits committee recommendation <br />Marcia Kemmer was present on behalf of the Employee Benefits Committee <br />and presented their recommendation that SelectChoice be approved by <br />the County Commission as the employee health care plan for 1995. She <br />said a questionnaire was sent to county employees seeking their input <br />on the plan which was studied by the Benefits Committee. Also, the <br />county's representative from Blue Cross Blue Shield spoke to a group <br />of employees about differences between SelectChoice and the 1994 plan, <br />CompChoice. About 80% of employees favor the SelectChoice plan. <br /> <br />According to Mr. Eckert, some employees were concerned about the new <br />plan because it requires selecting a health care network, and perhaps <br />members of the same family go to different health care facilities. <br />However, he said the SelectChoice seems to be a better policy. <br /> <br />County Auditor Michael Montplaisir reviewed the plan and said it does <br />not affect the county cost-wise, as premiums have already been set for <br />1995 through the budget process. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to approve the <br /> SelectChoice program for health insurance benefits for the <br /> 1995 Blue Cross Blue Shield insurance plan. On roll call <br /> vote, motion carried unanimously. <br /> <br />VOUCHERS, Approved MOTION, passed <br /> Mrs. Toussaint moved and Mr. Eckert seconded to approve <br /> Vouchers No. 68,703 through No. 70,270, as reviewed by Mr. <br /> Risher. On roll call vote, motion carried unanimously. <br /> <br />JAIL REPAIRS; COUNTY COMMISSIONERS ASSOCIATION, Committee reports <br />County Coordinator Bonnie Johnson reported $3,000 damage in the jail <br />again over the past weekend caused by in-mates. A suggestion by Data <br />Processing Coordinator Mike Steiner is to access the revenue account <br />from the telephone system used by the in-mates to pay for damages they <br />cause to county property. <br /> <br /> <br />
