<br />City of Horace <br />October 17, 2005 <br />Page 2 <br /> <br />While Cass County Highway 14 is not currently within the Horace city limits, one could <br />expect that a segment of it may come into the City of Horace at some future date. Cass <br />County has undertaken a project to re-grade and surface Highway 14 from the Sheyenne <br />River to 1-29. By year's end, the County will have spent about $1.5 million on the 2005 <br />portion of the project. The planned 2006 asphalt surfacing is expected to cost an additional <br />$2 million. Applying a well thought out and mutually agreed upon set of standardstoCass . <br />14 would allow future annexations to take place smoothly without a decline in the functional <br />integrity of the highway. <br /> <br />As an alternative to the County Commission removing County Highways 14 and 17 from the <br />county highway system, a partnership could be considered between the City of Horace and <br />Cass County. Under this partnership, the county would continue to maintain these roads <br />subject to certain conditions spelled out in an agreement.
