Minutes--March 7, 1994 1176 <br /> <br />24. <br /> <br />25. <br /> <br />Mr. Wieland asked Mr. Habiger to provide a copy of the written word <br />which he mentioned in relation to dispatching by rural address only. <br />Mr. Habiger was agreeable to provide this. <br /> <br />Mr. Ness said it is premature to approve a 60-day delay at this time <br />until training sessions with the new maps are held by the Sheriff's <br />Department in March. Glenn Ellingsberg, Emergency Manager, said the <br />Sheriff's Department can initially work out any problems, and concerns <br />can be brought to the March meetings. He said the City of Fargo <br />dispatch center is working out a protocol to follow, which he will <br />review to see how it may differ from the present system. If all <br />questions are not resolved by April 1, then the transfer can be <br />delayed until the system is satisfactory to everyone. <br /> <br />Mr. Eckert said there was a lack of communication with the rural area, <br />and the people affected should have input. <br /> <br />Greg Kempel, CasseltonAmbulance Service, asked if Fargo dispatch will <br />provide the same information as currently being given, and Mr. Ness <br />said that is the county's intent. This question needs to be addressed <br />at the meetings in March. Mr. Ness said Judy Orvik from the Joint <br />Dispatch User Group brought up the issue of making sure that units <br />responding to an emergency know which roads are passable or impassable <br />due to inclement weather or flooding, and this is an issue which needs <br />to be resolved. <br /> <br />Mr. Wieland said the Joint Dispatch Council is still in effect, and <br />they are waiting for some information regarding radio communications. <br /> <br />FLOOD STUDY GRANT ACCEPTANCE MOTION, passed <br /> Mr. Ness moved and Mrs. Toussaint seconded to assign <br /> administration of the flood protection study grant (Office <br /> of Intergovernmental Assistance) to the Cass County Joint <br /> Water Resource Board, provided they match the grant funds <br /> and agree to comply with all grant terms. On roll call <br /> vote, motion carried unanimously. <br /> <br />WEED BOARD MEMBERSHIP, Attorney's opinion sought; Tom Moores appointed <br />Two alternatives were presented at the February 7, 1994, meeting for <br />restructuring the Weed Control Board from five to seven members <br />because of a request for representation from the City of West Fargo. <br /> <br />Mr. Eckert proposed a third alternative whereby the Cass County Weed <br />Board recommended, on a 3-2 vote, that the boundaries for the present <br />four rural districts remain the same and that the City of West Fargo <br />become the fifth district. <br /> <br />Mr. Ness said Mr. Eckert's alternative does not include representation <br />from the City of Fargo, and that is who he represents on the board. <br />Mr. Ness provided copies of a hand-out showing 1993 income and expense <br />summary by weed board districts, and it indicates the three districts <br />with the lowest levy receive the most benefit from the spray program. <br />He believes the fairest way to divide the districts is by commission <br /> <br /> <br />
