Comm. Minutes, Special Meeting--August 30, 1993 1088 <br /> <br />Mr. Wieland said he has questioned the need for a second agricultural <br />extension agent for a number of years because the number of family <br />farms is dropping, but he was concerned about reducing the budget to <br />the extent recommended without public input. He suggested including <br />$190,000 in the budget, but Mr. Ness said that is not cutting at all. <br /> <br />Mrs. Toussaint suggested reinstating $100,000 and that Mr. Cogdill <br />determine how he would utilize that amount of money. That is what a <br />study task force would look at, according to Mr. Cogdill. MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to include <br /> $206,000 in the preliminary budget for Cass County <br /> Extension Services and ask for a preliminary recommendation <br /> from Brad Cogdill no later than September 20, 1993. Mr. <br /> Montplaisir said he hopes to have the final budget adopted <br /> by September 20th. At the call for the question and upon <br /> roll call vote, the motion carried with Mr. Eckert, Mr. <br /> Risher and Mr. Wieland voting "Aye", Mr. Ness and Mrs. <br /> Toussaint opposing. <br /> <br />10. <br /> <br />JAIL OPERATIONS <br />Mr. Montplaisir said the cost of operating the county jail continues <br />to increase, and the mill levy limit does not raise enough to cover <br />the costs. Estimated operating cost this year is $1.6 million, and <br />the mill levy limit raises about $800,000. <br /> <br />11. <br /> <br />SPECIAL LEVY ITEMS <br />Mr. Wieland asked about $11,500 for 4-H expense in the County Fair <br />budget. <br /> <br />Mr. Montplaisir said the Historical Society requested $5,000 from the <br />general fund in addition to the one-quarter mill levy, but it was the <br />consensus of the Commission not to go over the one-quarter mill. <br /> <br />Mr. Risher suggested removing the $30,000 request for Lake Agassiz <br />Regional Council. Mr. Eckert said this is a good program, and Mr. <br />Ness asked him what they have done. It was the consensus to put <br />$10,000 in the preliminary budget, which is what they received last <br />year. <br /> <br />Mr. Ness said Jim McLaughlin from the Southeast Cass Water Resource <br />District agreed to reduce their mill levy request by one mill, and <br />their district chairman, Fred Selberg, asked to meet with the <br />Commission on their budget. <br /> <br />12. <br /> <br />ADJOURNMENT <br /> MOTION, passed <br /> On motion by Mr. Risher and seconded by Mr. Wieland, the <br /> meeting was adjourned about 7:15 PM. <br /> <br />ATTEST: <br /> <br />Michael Montplaisir - County Auditor <br />Cass County, North Dakota <br /> <br />APPROVED: <br /> <br />Sharon Toussaint, Chairman <br />Cass County Commission <br /> <br /> <br />
