Minutes, Special Meeting--August 30, 1993 1088 Mr. Wieland said he has questioned the need for a second agricultural extension agent for a number of years because the number of family farms is dropping, but he was concerned about reducing the budget to the extent recommended without public input. He suggested including $190,000 in the budget, but Mr. Ness said that is not cutting at all. Mrs. Toussaint suggested reinstating $100,000 and that Mr. Cogdill determine how he would utilize that amount of money. That is what a study task force would look at, according to Mr. Cogdill. MOTION, passed Mr. Wieland moved and Mr. Eckert seconded to include $206,000 in the preliminary budget for Cass County Extension Services and ask for a preliminary recommendation from Brad Cogdill no later than September 20, 1993. Mr. Montplaisir said he hopes to have the final budget adopted by September 20th. At the call for the question and upon roll call vote, the motion carried with Mr. Eckert, Mr. Risher and Mr. Wieland voting "Aye", Mr. Ness and Mrs. Toussaint opposing. 10. JAIL OPERATIONS Mr. Montplaisir said the cost of operating the county jail continues to increase, and the mill levy limit does not raise enough to cover the costs. Estimated operating cost this year is $1.6 million, and the mill levy limit raises about $800,000. 11. SPECIAL LEVY ITEMS Mr. Wieland asked about $11,500 for 4-H expense in the County Fair budget. Mr. Montplaisir said the Historical Society requested $5,000 from the general fund in addition to the one-quarter mill levy, but it was the consensus of the Commission not to go over the one-quarter mill. Mr. Risher suggested removing the $30,000 request for Lake Agassiz Regional Council. Mr. Eckert said this is a good program, and Mr. Ness asked him what they have done. It was the consensus to put $10,000 in the preliminary budget, which is what they received last year. Mr. Ness said Jim McLaughlin from the Southeast Cass Water Resource District agreed to reduce their mill levy request by one mill, and their district chairman, Fred Selberg, asked to meet with the Commission on their budget. 12. ADJOURNMENT MOTION, passed On motion by Mr. Risher and seconded by Mr. Wieland, the meeting was adjourned about 7:15 PM.
